Grant Description

The Fiscal Year 2025 High Priority–Commercial Motor Vehicle (HP-CMV) grant program, administered by the U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA), aims to reduce crashes, injuries, and fatalities involving large trucks and buses. The program seeks to fund initiatives that improve commercial motor vehicle (CMV) safety through education, enforcement, data collection, and technology demonstration. The FMCSA plans to allocate approximately $46.6 million through this competitive grant opportunity, funding up to 30 new projects. The awards may take the form of grants or cooperative agreements, depending on the degree of federal involvement anticipated in project execution. Eligible entities include state and local governments, federally recognized tribal governments, institutions of higher education, and nonprofit organizations with 501(c)(3) status. For-profit organizations and individuals are not eligible to apply. Projects must support national CMV safety priorities such as enforcement in high-crash areas, public education, human trafficking prevention, drug and alcohol violations, and data quality improvement. Applicants may propose up to four distinct projects within a single application, with each project requiring its own narrative and budget. Applications must be submitted electronically through Grants.gov no later than June 20, 2025, by 5:00 p.m. EST. No matching funds are required for FY2025. A complete application must include SF-424, SF-424A, SF-424B, budget narrative, project narrative, and certifications regarding lobbying. Applications must follow formatting rules and be no longer than 35 pages for the narrative section. All applicants are required to register in SAM.gov and obtain a unique entity identifier (UEI). Applications are evaluated on eligibility, technical merit, budget justification, program relevance, and past performance (if applicable). Successful projects will demonstrate alignment with FMCSA’s safety goals, use a data-driven approach, and include clear performance objectives, timelines, and evaluation plans. FMCSA will notify successful applicants via GrantSolutions and will provide award documentation specifying the terms and type of financial assistance.
