Statement of Interest (SOI): American Spaces Public Programming in Fiji, Kiribati, and Tuvalu

The U.S. Embassy Suva, through its Public Diplomacy Section (PDS), has released a Statement of Interest (SOI) under opportunity number PDS-SUVA-FY25-02 for the American Spaces Public Programming in Fiji, Kiribati, and Tuvalu. This initiative falls under the Department of State’s American Spaces Support Funds for FY2025 and seeks to fund dynamic, educational, and interactive public programming projects targeting local audiences, especially students and young professionals. The funding instrument may be a grant, fixed amount award, or cooperative agreement, with the Embassy having the discretion for substantial involvement in project implementation. The grant program is designed to enhance understanding of U.S. policies and culture by supporting activities within American Corners located in Suva and Lautoka (Fiji), Kiribati, and Tuvalu. Eligible activities may involve themes such as American history and values (particularly leading up to the 250th anniversary of U.S. independence), American innovation and technology, economic prosperity through skill development, and security awareness on issues relevant to U.S. interests. Programming must be free of charge and should integrate methods for measuring the impact of each session. Eligibility is extended to not-for-profit organizations, think tanks, NGOs, public and private educational institutions, individuals, Public International Organizations, and Governmental institutions. There is no requirement for cost-sharing or matching. Proposals should include at least two program activities per month for a duration of 4 to 18 months, using American content or local experts such as U.S. exchange program alumni. Each American Corner is equipped with resources like internet access, computers, and educational tools. The application process is a two-stage procedure starting with a three-page SOI. The SOI must clearly describe the project idea, objectives, target audience, methods of measuring success, involved team members, and budget. Following the initial review, selected applicants will be invited to submit full proposals. SOIs must be emailed to [email protected] by June 23, 2025, at 11:59pm Fiji time. Full proposals will require standard federal forms (SF-424 series) and compliance with Department of State policies. Proposals will be evaluated based on the quality of the program idea (50 points), organizational capacity and past performance (35 points), and feasibility of achieving program goals (15 points). Notification for the next stage of application is expected within one month after SOI submission. The anticipated start date for projects is no earlier than October 1, 2025.
