Grant Description

The FY2024 Accountability for Mass Atrocities Program, administered by the U.S. Department of State’s Office of Global Criminal Justice (GCJ), supports projects that strengthen national and international accountability mechanisms to address mass atrocities committed during armed conflicts or times of peace. Funded through Economic Support Funds, the program provides awards ranging from $250,000 to $2,000,000 for projects lasting 12 to 24 months. The total available funding is $2,000,000, with 2 to 4 awards anticipated. The program emphasizes transitional justice measures, both judicial and non-judicial, to redress atrocities and promote sustainable peace. The submission deadline for Statements of Interest (SOI) is March 3, 2025, at 5:00 PM ET, with anticipated project start dates in October 2025. Eligible applicants include not-for-profit organizations, for-profit organizations, public and private educational institutions, public international organizations, and governmental institutions. Organizations must have a Unique Entity Identifier (UEI) and an active SAM.gov registration. Preference is given to entities with a field presence in the target country or region. While cost sharing is not required, organizations must comply with federal registration and reporting requirements. The program's objectives include strengthening domestic, regional, and international justice mechanisms for prosecuting serious international crimes; enhancing the capacity of criminal justice practitioners through training in international law and documentation standards; increasing stakeholder participation in transitional justice processes; and supporting the design and implementation of mechanisms to uphold the rule of law and accountability. Proposals should reflect a survivor-centered and trauma-informed approach, ensuring legal proceedings adhere to international standards. Applicants must submit a concise SOI, not exceeding five pages, detailing the project summary, objectives, activities, and expected results. The SOI must also outline the organization’s capacity to manage the project and U.S. government funds, with a brief statement of the anticipated budget. Submissions must be emailed to [email protected] by the deadline. Selected applicants will be invited to submit a full proposal, which will undergo a second round of merit review. Proposals are evaluated on criteria including the quality of the program idea (50 points), organizational capacity and track record (35 points), and the ability to achieve objectives (15 points). Creative approaches to program objectives are encouraged. Additionally, all submissions must align with federal guidelines, including promoting equity and engaging underserved communities. Awardees must comply with post-award reporting requirements, including financial and performance reports. The program emphasizes transparency, accountability, and adherence to legal standards, with ongoing engagement with GCJ to monitor project progress.
