Grant Description

The City of San Clemente is accepting applications for the FY 2025–2026 Community Development Block Grant (CDBG) Public Service Grant Program, which funds nonprofit organizations that provide public services benefiting low- and moderate-income residents. The program, funded by the U.S. Department of Housing and Urban Development (HUD), supports projects that provide decent housing, create a suitable living environment, or expand economic opportunities. Approximately $42,850 is available for public service programs, with funding distributed on a reimbursable basis. To qualify, organizations must be California-based nonprofits with tax-exempt status, comply with all federal, state, and local regulations, and provide services to residents of San Clemente. All projects must meet one of HUD’s three national objectives: benefiting low- and moderate-income individuals, eliminating slums or blight, or addressing urgent community development needs. At least 70% of beneficiaries must meet HUD’s low- to moderate-income criteria, and all program participants must demonstrate residency in San Clemente for at least three consecutive months. Applications are evaluated based on the documented community need, the applicant’s experience with federal grants, program goals, and prior performance. Eligible expenses include program staff costs and direct client services, while administrative costs may be partially funded. Ineligible expenses include non-CDBG activities or those not aligned with HUD’s guidelines. The application deadline is 5:00 PM on January 22, 2025. Applications must include a printed, one-sided original and an electronic MS Word version submitted to the City’s Community Development Department. Required supporting documents, such as audits and tax returns, must be submitted in PDF format on a USB drive. Late submissions and faxed applications will not be accepted. Applicants are advised to review HUD’s regulations (24 CFR 570, 2 CFR 200, and OMB Circular A133) and consult with the City for eligibility guidance.
