Grant Description

The Training and Employment Guidance Letter (TEGL) No. 11-24, issued by the U.S. Department of Labor’s Employment and Training Administration (ETA), provides fiscal year (FY) 2025 allotment guidance for the Workforce Innovation and Opportunity Act (WIOA) Title I programs: Adult, Dislocated Worker, and Youth Activities. It also includes the FY 2025 allotments for the Wagner-Peyser Act Employment Service Program and Workforce Information Grants to states and outlying areas. This funding is authorized through the Full-Year Continuing Appropriations and Extensions Act of 2025 and reflects provisions from previous appropriation acts, with continued adherence to associated caps, reserves, and allocation formulas. The TEGL details how states and outlying areas can access WIOA funds and lays out specific requirements such as salary caps (Executive Level II), the potential for fund reallotment, and eligibility for outlying areas to apply for consolidated grants. These consolidated grants may combine Adult, Dislocated Worker, and Youth funds, allowing interchangeable use among the categories upon approval. States must distribute WIOA funds to local areas based on federally prescribed formulas or, optionally, discretionary formulas as outlined in the state plan. Funding levels for Program Year (PY) 2025 include $936.9 million for WIOA Youth Activities, $883.3 million for WIOA Adult Activities, and $1.393 billion for WIOA Dislocated Worker Activities. Of the Dislocated Worker funds, $297 million is reserved nationally for special activities. Wagner-Peyser Act Employment Service grants total $667.7 million, and Workforce Information Grants are allocated $31.9 million. Funding is released in stages: Youth funds on April 1, Adult and Dislocated Worker base funds on July 1, and advance funds for those programs on October 1, 2025. Applicants must submit electronically signed SF-424 forms for each funding stream through Grants.gov within 30 days from the TEGL’s issue date. Each form must include the exact state allotment, CFDA numbers, and estimated indirect costs. Entities must also maintain current SAM.gov registration. Outlying areas can submit one consolidated SF-424 for all three WIOA streams under CFDA 17.290. Application identifiers and CFDA numbers are specified for each stream. Evaluation criteria include timely and accurate obligations of PY 2024 funds (must exceed 80%) to avoid reallotment of PY 2025 funds. Additionally, states must adhere to allocation minimums (90% of prior year allocation percentage) and caps (not exceeding 130% of the prior year percentage). Sub-state formulas must also comply with federal guidelines, and discretionary formulas require state board development and federal approval.
