2026 Solid Waste Grant Program
This program provides funding to Kansas counties, municipalities, universities, and certain private entities for projects that promote waste reduction, recycling, and public education in line with sustainable waste management practices.
The Solid Waste Reduction Grant, administered by the Kansas Department of Health and Environment (KDHE), aims to support sustainable waste management initiatives across Kansas. This program funds a broad range of projects, including waste reduction, reuse, recycling, composting, and public education initiatives aligned with the state’s "Keep It Clean Kansas" campaign. Eligible applicants include Kansas counties, municipalities, solid waste management regions, universities and colleges, and certain private entities. Private entities must be recognized by their local government as providing a service essential to the local solid waste management plan. All applicants must be in good standing, with prior grants closed or properly documented and reviewed by the county’s Solid Waste Management Planning Committee. The application process for the grant begins annually on March 15, with submissions due by May 15. If applicable, planning committee reviews must be submitted no later than June 1. Selected grantees are notified in July, and grant contracts become effective on August 1. Projects must be completed within 12 months, and final reports and documentation are due by August 31 of the following year. Eligible project expenses include capital equipment (valued at $2,000 or more), supplies, innovative recycling technologies, composting equipment, and educational programming. The grant provides up to 75% of total eligible costs, with a required 25% match, of which at least half must be in cash. Non-governmental grantees must file a security agreement with the Secretary of State for capital items, and all grantees must provide proof of insurance and participate in state-led public awareness efforts. Grant awards are partially advanced (25%) upon contract signing, with the remainder reimbursed upon submission of final reports, expenditures, and verification documentation. KDHE provides signage to be displayed at funded sites and reserves the right to delay payments until all grant conditions are met.
