Grant Description

The Minnesota Pollution Control Agency (MPCA) is seeking contractors to support Minnesota Tribal governments and Tribal organizations through professional and technical assistance focused on environmental and climate initiatives. This initiative is designed to enhance capacity for grant writing, grant management, environmental science, and community engagement, aiming to advance projects that align with Tribal priorities. The contractors selected through this RFP will work directly with Tribal entities to help secure and manage funding and implement strategic environmental and climate programs. Eligible contractors include for-profit organizations, non-profit organizations, universities, and intertribal consortia. To be considered, applicants must demonstrate their experience and proficiency in securing and managing grants, and their ability to carry out Tribal-led projects. They must also have relevant environmental and technical expertise suitable for supporting grant preparation, feasibility assessments, environmental studies, and management plans for Tribal communities. A total of up to $1.5 million in funding is available under this request for proposal. The selected contractors will enter agreements with the MPCA to deliver specified support services. Funding is intended to cover activities like preparing federal and state grant applications, developing climate and environmental assessments, and providing technical or educational assistance tailored to the unique needs of Minnesota’s Tribal communities. The RFP and required application materials are accessible through the Minnesota state’s SWIFT Supplier Portal. Applicants must locate the opportunity under Event ID 2000016986 (titled “MPCA-Tribal Technical Assistance Grants (Round 2)”), and submit their applications through this portal. Viewing the documents does not require login credentials, but submitting a bid does require registration in the portal either as a new or existing supplier. All questions related to this opportunity must be submitted via email to [email protected] with the subject line “FFY 25 Tribal Technical Assistance” by 4:00 p.m. CT on Monday, June 2, 2025. MPCA staff are not authorized to discuss the RFP outside of the official Q&A process. The final deadline for submitting grant applications is Thursday, June 5, 2025, by 4:00 p.m. Central Time. For technical issues with the SWIFT portal, applicants can contact the Vendor Assistance Help Desk at 651-201-8100, option 1.
