The Fiscal Year 2025 Military Burn Research Program (MBRP) Technology/Therapeutic Development Award (TTDA), offered by the Department of Defense (DoD) through the U.S. Army Medical Research Acquisition Activity (USAMRAA), is a specialized grant initiative supporting the development of medical solutions for military Service Members suffering from burn injuries. Projects involving clinical trials or human subject enrollment are not eligible under this mechanism, though limited use of de-identified human samples for product development is permitted. Proposals must align with one or more of the defined FY25 MBRP focus areas, including interventions for cold injury, best practices in acute burn care, treatment of burn-related complications, and methods to mitigate long-term effects of burns. Eligibility is open to both extramural (non-DoD) and intramural (DoD) organizations, encompassing domestic and foreign, public and private, for-profit and non-profit entities. Individuals serving as Principal Investigators must be independent researchers or at the level of Assistant Professor or higher within academia or industry. Federally Funded Research and Development Centers (FFRDCs) cannot directly receive funding, although they may participate through teaming arrangements. No cost-sharing is required, except when Other Transactions (OTs) are used as the funding instrument. Applications must be submitted through a two-step process involving a pre-application via the eBRAP portal and, upon invitation, a full application through Grants.gov (extramural) or eBRAP (intramural). Key dates include the pre-application deadline on June 23, 2025, the full application deadline on September 8, 2025, and the anticipated award notification by September 30, 2026. Awardees must ensure registrations with SAM.gov, Grants.gov, and eBRAP are current and active. The evaluation process includes compliance screening, peer review, and programmatic review, with criteria covering scientific merit, feasibility, military relevance, transition strategy, and impact on burn care. Awards will be made under assistance agreements, contracts, or OTs, depending on the government’s discretion. The Congressionally Directed Medical Research Programs (CDMRP) expects to allot approximately $3.4 million (M) to fund approximately 2 Technology/Therapeutic Development Award applications/proposals with total cost caps of $1.7M. The maximum period of performance is 3 years. It is anticipated that awards made from this FY25 funding opportunity will be funded with FY25 funds, which will expire for use on September 30, 2031. Awards supported with FY25 funds will be made no later than September 30, 2026.

Extramural and intramural organizations are eligible to apply, including foreign and domestic organizations, for-profit and non-profit organizations, and public or private entities. Extramural Organization: An eligible non-DOD organization. Examples of extramural organizations include academic institutions, biotechnology companies, foundations, federal government organizations other than the DOD (i.e., intragovernmental organizations), and research institutes. Intramural DOD Organization: Refers specifically to DOD organizations including DOD laboratories, DOD military treatment facilities, and/or DOD activities embedded within a civilian medical center. In accordance with Department of Defense Instruction (DoDI) 5000.77 and Federal Acquisition Regulation (FAR) 35.017, Federally Funded Research and Development Centers (FFRDCs) are not eligible to directly receive awards under this Broad Agency Announcement (BAA). However, teaming arrangements between FFRDCs and eligible organizations are allowed as long as they are permitted under the sponsoring agreement between the federal government and the specific FFRDC.
