Small Business STEP UP Grant Program

The city of Taunton has developed an initiative called the Sales Technology & Efficiency Professional Upgrade Program (STEP UP) aimed at enhancing the digital capabilities of small businesses within its community. The program, which originated in response to the COVID-19 pandemic, was initially launched in March 2021 to assist small businesses owned by women, people of color, and veterans in becoming more technologically adept. The primary objective is to enable these businesses to improve their customer interactions through upgraded sales technology, enhanced websites, and more effective use of social media platforms. Following a successful first round, the program expanded in its second phase to include all small businesses within Taunton that have fewer than 10 employees. The program addresses a crucial need: smaller businesses often struggle to compete with larger corporations that can quickly adapt to online ordering and contactless services. By equipping local businesses with updated point-of-sale systems, redesigned websites, and improved social media engagement, STEP UP aims to enhance their online presence and competitiveness, thereby making it easier for consumers to find and support local businesses. The Office of Economic and Community Development in Taunton manages STEP UP, working directly with approved applicants to assess their technological needs. The program includes collaborations with web designers and social media consultants. For point-of-sale systems, the city either works with vendors the businesses are already using or reimburses businesses for pre-approved upgrades. The initiative also supports logo design in its second funding round. During the first round, the city supported 19 businesses, helping 10 acquire new point-of-sale systems, 14 develop new or redesigned websites, and 11 enhance their social media capabilities. The businesses supported range from restaurants to music shops and beauty salons. Funding for STEP UP has come from different sources over its two rounds. The initial round utilized a $55,000 Urban Agenda Grant from the Executive Office of Housing and Economic Development. The second round is supported by $100,000 from the city’s allocation of the American Rescue Plan Act (ARPA) funds. The use of ARPA funding allows for a rolling application process, with upgrades expected to be implemented within two to four months of approval. The second round aims to assist an additional 30 to 40 businesses, broadening the program’s impact. The program’s financial model includes spending an average of $2,000 per website, $1,500 to $2,500 per point-of-sale system, and $75 per hour for social media coaching sessions. Survey data from first-round participants indicates that two-thirds reported increased sales, clients, or general interest after receiving support through STEP UP.
