The Notice of Funding Opportunity titled EducationUSA Advising in Nigeria (PDS-EDUSA-FY25-01) is issued by the U.S. Mission to Nigeria Public Diplomacy Section under the Department of State. It aims to support the EducationUSA Opportunity Funds Program (OFP) and four Standard Advising Centers in Nigeria. The program focuses on promoting access to U.S. higher education opportunities for high-achieving, low-income Nigerian students. The selected implementing partner will administer the program, providing necessary financial support and logistics to students participating in the OFP across three phases. In phase one, the implementing partner will support four advising centers located in Calabar, Jos, Ibadan, and Kano by providing program funds and stipends. Phase two involves facilitating logistics for application reviewers, interview processes, and supporting selected finalists with international passport fees, standardized test fees such as the GRE and SAT, and U.S. college application costs. In phase three, the partner will handle visa and SEVIS fee payments, manage travel logistics for successful finalists, and disburse travel allowances. Eligible applicants include not-for-profit organizations, public or private educational institutions, and public international or governmental organizations. Applicants must have a Unique Entity Identifier (UEI) and active registration in SAM.gov. Only one proposal may be submitted per organization. The application must include key documents, such as mandatory forms in the SF-424 series, a summary page, a concept note with detailed program goals, timelines, and methodologies, as well as a detailed budget and budget justification narrative. Additional requirements include resumes of key personnel, letters of support, and relevant permission letters, if applicable. Applications will be evaluated based on criteria such as the clarity of program goals, importance of objectives, outreach and maintenance plans, and a detailed budget with justification. The deadline for submission is January 27, 2025, at 11:59 PM. Applications must be emailed to PASAbujaGrants@State.gov. The anticipated project start date is May 2025, with a performance period of up to 18 months and a total funding of 175,000 dollars. Awarded organizations must submit quarterly performance and financial reports, comply with all federal policies, and ensure adherence to specific grant administration requirements.
