Grant Description

The City of Lima, Ohio, through its Department of Housing and Neighborhoods, is soliciting proposals for the 2025 Program Year under two key federal funding programs: the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME). These programs are funded by the U.S. Department of Housing and Urban Development (HUD) and are designed to support local initiatives that benefit low- and moderate-income residents, eliminate slum and blight, and address other urgent community development needs. The primary objectives for this grant cycle are aligned with the City's Annual Action Plan and include promoting affordable housing, supporting economic development, enhancing public infrastructure and facilities, and strengthening neighborhoods. Eligible projects must address one or more of these priority areas. Applicants must ensure their proposals reflect community needs identified in the 2025 Community Needs Survey. Funding is open to nonprofit organizations, public service agencies, and governmental entities. Applications must clearly describe the scope of proposed activities, demonstrate alignment with the City's goals, and provide measurable outcomes. Proposed activities must be located within the City of Lima or serve its residents, and all proposed costs must comply with applicable CDBG or HOME regulations. To apply, organizations must complete and submit the official application packet, which includes detailed instructions, required attachments, and eligibility criteria. The packet outlines the documents necessary for submission such as a project narrative, budget, organizational capacity description, and applicable federal forms. Evaluation criteria include alignment with community needs, organizational capacity, financial feasibility, and the project's anticipated impact. The application deadline is Monday, May 5, 2025, at 5:00 PM. Late or incomplete submissions will not be considered. Applicants are strongly encouraged to review the full application packet for specific submission procedures. Questions regarding the application process should be directed to Michael McBeth, who can be contacted via phone at 419-223-7294 or email at michael.mcbeth@limaohio.gov.
