2026 RMPIF Rural Health Grant
This funding opportunity provides financial support to organizations working to improve healthcare access and outcomes for underserved populations in rural Maryland through various health initiatives and programs.
The Fiscal Year 2026 Rural Maryland Prosperity Investment Fund (RMPIF) Health Care Grant, administered by the Rural Maryland Council (RMC), is designed to support improved access to healthcare and health outcomes in Maryland’s rural regions. With $981,250 in General Funds allocated specifically for rural health projects, this program seeks to address critical healthcare access and infrastructure gaps, as well as to support the well-being of underserved rural populations across the state. Eligible projects under the health category include those that improve access to medical, dental, and behavioral health services through initiatives such as telehealth networks, rural transportation for medical appointments, rural residency and recruitment programs for healthcare professionals, and programs to coordinate healthcare planning. Additional supported areas include mental health and substance use programs, chronic disease education and management, maternal and child health initiatives, oral and dental health awareness, and school-based health access. To apply, organizations must submit a Letter of Intent (LOI) by May 16, 2025, at 11:59 PM. Selected applicants will be invited to submit full proposals by July 11, 2025, with award notifications expected the week of August 18, 2025. Projects must be implemented between August 1, 2025, and June 30, 2026. Eligible applicants include 501(c)(3) nonprofits, higher education institutions, regional councils, federally qualified health centers, area health education centers, local health departments, and rural-serving clinics. Applications must serve rural constituencies and be regional (serving two or more counties) or intergovernmental. A 50% cash match from non-state sources is required, with federal funds allowed as match. Applications with stronger match contributions will score higher. Eligible expenditures include wages, equipment, vehicles, and administrative costs up to 25% of the grant request, with indirect costs capped at 15%. Ineligible expenses include donations, sub-awards, lobbying, gift cards, and operational costs that supplant existing funding. Applicants must submit through the RMC grant portal and provide a W-9, proof of good standing with the State of Maryland, and documentation of match. Interim and final reports are due January 31 and July 15, 2026, respectively, and must include proof of expenditures and outcomes. Programs will be evaluated on their measurable objectives, regional impact, organizational capacity, and community support.
