Grant Description

The U.S. Embassy in Honduras’ Public Diplomacy Section (PDS) under the Department of State is currently accepting applications for its 2025 Annual Program Statement. This funding opportunity aims to foster mutual understanding between the United States and Honduras through impactful public diplomacy programs. Administered through the Small Grants Program, this initiative emphasizes shared values, regional security, economic development, and the celebration of American innovation and culture. All proposals must include a significant American component—such as collaboration with U.S.-based experts, organizations, or institutions—to reinforce U.S. policy perspectives and promote bilateral cooperation. Eligible applicants include not-for-profit organizations, civil society organizations, public and private educational institutions, cultural institutions, individuals, and media outlets from both the U.S. and Honduras. Government institutions and for-profit/commercial entities are not eligible. While cost sharing is not mandatory, preference will be given to applications that demonstrate credible, sustainable co-funding. Each entity or individual may submit only one proposal. Organizations must be registered with SAM.gov and possess a Unique Entity Identifier (UEI), while individuals are exempt from this requirement. Funded projects should be completed within a 3 to 12-month period, with award amounts ranging from $15,000 to $40,000. A total of $100,000 is available, subject to funding availability, and approximately 3 to 5 awards are anticipated. Projects should align with one or more of the following priority areas: regional security (including countering illegal immigration and violent extremism), anti-corruption and democracy promotion, economic prosperity, and science, technology, and innovation. Programs must articulate a clear target audience and strategy for sustainability and impact measurement, including monitoring and evaluation frameworks using tools such as surveys and focus groups. Applications are due by June 4, 2025, at 11:59 p.m. Eastern Time. Required materials include SF-424 forms, a cover sheet, a detailed proposal (not exceeding 8 pages), a budget justification narrative, and attachments like CVs of key personnel and letters of support. All documents must be in English, formatted to U.S. standards, and submitted via email to TGGPASGrants@state.gov with the funding opportunity number in the subject line. Two virtual information sessions will be offered: one in English on May 13, 2025, at 3:30 p.m. local Honduras time, and one in Spanish on May 15, 2025, at 5:30 p.m. Participants must register by emailing TGGPASGrants@state.gov. Applications will be reviewed based on alignment with embassy priorities, planning and feasibility, organizational capacity, budget reasonableness, monitoring and evaluation, and sustainability. Awards will be formalized via a signed grant or cooperative agreement, and payment will be issued via Electronic Funds Transfer upon submission of SF270.
