Grant Description

The City of Eau Claire, Wisconsin, is currently accepting applications for its Community Development Block Grant (CDBG) and HOME Investment Partnership Program for 2025. These federal grants are aimed at funding projects that benefit low and moderate-income individuals. The CDBG program focuses on housing rehabilitation, public facilities and improvements, property acquisition, demolition and clearance of blighted properties, and historic preservation. It also supports public service programs, administrative costs, and other projects aligned with federal regulations under 24 CFR Part 570. At least 70% of CDBG funds, and 51% of activities funded, must benefit people from low- and moderate-income backgrounds. Additionally, HOME funds are designated to support affordable housing initiatives for low-income individuals and families. The total combined funding available for the 2025 fiscal year is estimated at $660,000, which includes approximately $560,000 from the U.S. Department of Housing and Urban Development (HUD) for CDBG and $100,000 in program income. The City of Eau Claire is also eligible to receive approximately $250,000 in HOME Investment Partnership Program funds. This funding is designed to assist in developing affordable housing options in the community. All applications must be submitted online via the Neighborly Software portal by 4:30 p.m. on Friday, March 7, 2025. Applications are invited from organizations and groups that meet the criteria outlined in the 2020-2024 Five-Year Consolidated Plan for Eau Claire. Eligible activities should align with the goals set in this plan and focus on community development projects that support affordable housing and economic development. For those unfamiliar with the application process or requiring assistance, two technical assistance sessions will be held in early February 2025 and late February 2025. The sessions will be held at Eau Claire’s City Council Chamber. The City of Eau Claire’s Housing Division has made resources available online, including information about the CDBG & HOME policies, procedures, and application process.
