Community Development Block Grant & Community Service Grant
This funding provides financial support to local governments for community development projects that improve housing, economic opportunities, and living conditions for low- and moderate-income residents.
The Community Development Block Grant (CDBG) Program is a federally funded initiative that provides annual grants to states, cities, and counties for community development projects. The primary goal is to create viable urban communities by supporting decent housing, a suitable living environment, and expanded economic opportunities for low- and moderate-income individuals. The program is authorized under Title 1 of the Housing and Community Development Act of 1974 (Public Law 93-383, as amended 42 U.S.C. 5301 et seq.). The City of Elk Grove became an entitlement jurisdiction in 2003, allowing it to receive CDBG funding directly from the U.S. Department of Housing and Urban Development (HUD). These funds are allocated through an annual planning and budgeting process that incorporates public input and prioritizes community needs. The 2025-2030 Consolidated Plan will outline the City's strategies for using approximately $6.5 million in CDBG and HOME Investment Partnership Program (HOME) funding over the five-year period. The City encourages public participation in the planning process and will hold a public meeting on February 4, 2025, from 6:00 โ 7:30 PM at The Center at District56 (8230 Civic Center Drive, Suite #100, Elk Grove). Each year, the City develops an Annual Action Plan detailing how CDBG funds will be allocated to specific projects. The 2024-2025 Action Plan is currently available for public review and comment before submission to HUD. Funding is awarded to projects that align with the Consolidated Plan goals, particularly in the areas of affordable housing, economic development, public services, and community infrastructure improvements. The Citizen Participation Plan guides community engagement in developing and evaluating CDBG-funded initiatives. Public comments are welcome and can be submitted via mail, phone, or email to Sarah Bontrager, Housing and Public Services Manager. Additionally, the City of Elk Grove follows HUDโs mandate to affirmatively further fair housing (AFFH). This means ensuring that funded projects promote inclusive communities, reduce segregation, and expand access to housing opportunities for protected class groups. The 2020 Sacramento Valley AI Regional Report and Elk Grove Executive Summary provide detailed assessments of local fair housing challenges. For organizations interested in CDBG funding, proposals must align with the City's Annual Action Plan and address priority needs identified in the Consolidated Plan. Applications are reviewed for their impact on low- and moderate-income communities, feasibility, and compliance with HUD regulations.
