2026 Animating Infrastructure Grant

Grant Description

The Vermont Arts Council's Animating Infrastructure Grants support community projects that integrate public art into community infrastructure. This initiative aims to enhance the vibrancy, livability, and economic vitality of Vermont communities by fostering creative collaborations between artists and local organizations. The program funds projects that improve the public realm by incorporating artistic elements into functional infrastructure, such as buildings, trails, roads, power systems, parks, and other community facilities. It seeks to create unique public spaces that reflect community identity and values. The application process consists of two phases. First, applicants must submit a project pitch outlining their idea. An external panel reviews these pitches and selects 8 to 12 applicants to submit full proposals. If invited, applicants may apply for either a Design Grant, which provides funding to select an artist and develop an art design, or an Implementation Grant, which funds the fabrication and installation of fully designed projects. The Council encourages cross-sector partnerships between arts and non-arts organizations to enhance community engagement and ensure project success. Eligible applicants include Vermont-based 501(c)(3) nonprofit organizations, educational institutions, and municipalities. Community groups without tax-exempt status may apply with a fiscal agent. Fiscal agents must be Vermont-based charitable nonprofits. Individuals and organizations with outstanding grant reports or duplicate grant funding for the same project within the same fiscal year are ineligible to apply. Applications from underrepresented communities are encouraged. Funding awards range from $1,000 to $15,000. Design Grants have a maximum award of $5,000, while Implementation Grants can provide up to $15,000. A matching contribution is not required, but grantees are responsible for covering any costs exceeding the awarded amount. At least 80% of grant funds must go toward artist honorariums and expenses related to design, fabrication, and installation, with the remaining 20% allocated for project management, community engagement, and administrative expenses. The selection criteria prioritize projects that meaningfully integrate public art into infrastructure, engage the community, and demonstrate strong leadership. Competitive applications must clearly define project goals, identify community benefits, and show evidence of cross-sector partnerships. The evaluation process varies slightly between the Design and Implementation Grant categories, with additional considerations for artistic merit, safety, and project feasibility. The application deadline for project pitches is April 1, 2025. Finalists will be invited to submit full proposals by May 16, 2025, with final proposals due by June 16, 2025. Award notifications will be issued by August 1, 2025, and funded projects must begin by September 1, 2025. A fiscal agent must be a charitable nonprofit 501(c)(3) organization incorporated in Vermont. All applicants (or the fiscal agent) must have a Unique Entity ID (UEI) from the federal government. Proposals from underrepresented communities or groups are encouraged. Applicants should have strong, supportive community leadership in place to give the project high potential for being completed successfully.
