Grant Description

The Office of the Attorney General (OAG) of Texas has released the FY 2026-2027 Grant Application Kits and Applicant Registration for three grant opportunities aimed at supporting victims and enhancing services related to domestic violence and sexual assault. The grants include the Domestic Violence High Risk Teams Grant Program, the Sexual Assault Services Program Grant, and the Sexual Assault Prevention and Crisis Services (SAPCS) – State: Rural and Border County Enhancement. These grants are administered through the OAG’s Grant Offering and Application Lifecycle System (GOALS), with applications due by May 23, 2025, at 5:00 pm. Each grant has specific eligibility criteria. The Domestic Violence High Risk Teams Grant is open to State Domestic Violence Coalitions, which must be statewide nonprofit organizations recognized by a state or federal agency. The Sexual Assault Services Program Grant is similarly limited to State Sexual Assault Coalitions. The SAPCS – State: Rural and Border County Enhancement is only available to current FY 2025 SAPCS-State grantees who either currently provide or are requesting to provide services in counties classified as rural (population of 150,000 or less) or identified as border counties by the OAG. The OAG reserves the final authority in classifying these counties. Applicants must register by designating a point of contact who will email the OAG at Grants@oag.texas.gov with organization and contact details. This person will receive access to the GOALS platform. Early registration by May 9, 2025, is strongly encouraged to allow enough time to complete the application before the final deadline. The OAG provides detailed application kits for each grant, outlining purpose areas, eligibility, staffing requirements, output target calculations, and allowable and ineligible costs. There are notable updates in the SAPCS – State kit compared to previous versions, specifically regarding the reformatting of application materials, changes in staffing and output targets, and a refined list of allowable costs. Applicants are advised to thoroughly review the updated kits to ensure compliance. An informational webinar specific to the SAPCS – State grant will be held on May 2, 2025, at 10:00 AM. Registration is required at least one business day in advance and is limited to two representatives per organization. This webinar will also be recorded and made available online for applicants who cannot attend live.
