Maryland Offshore Wind Supply Chain Investment Program

The Maryland Offshore Wind Supply Chain Investment Program (SCIP) for Fiscal Year 2025, managed by the Maryland Energy Administration (MEA), offers grants to businesses and organizations entering or expanding within Maryland’s offshore wind supply chain. This non-competitive grant program aims to build Maryland's offshore wind industry and support clean energy objectives. Two main funding categories, or Areas of Interest (AOIs), are provided for applicants: Capital Expenditures (AOI 1) and Industry Events (AOI 2). Applications are accepted on a rolling, first-come, first-served basis through March 15, 2025, or until all funds are exhausted. The program is open to nonprofits, public institutions, and "emerging businesses," as defined under Maryland law. To qualify, businesses must be at least 51% owned by individuals with a personal net worth under a specified threshold, currently set at $6.5 million and subject to annual inflation adjustments. The program particularly encourages applications from emerging businesses owned by women, veterans, and minorities. MEA additionally prioritizes applicants committed to relocating or expanding into Maryland, further supporting the state’s economic growth within the offshore wind industry. For AOI 1: Capital Expenditures, up to $1.75 million in funding is available to support essential infrastructure, equipment purchases, and relocation costs associated with entering the offshore wind sector. Eligible expenses include property construction, renovations, and equipment installations at new or existing sites. AOI 2: Industry Events provides up to $250,000, allowing applicants to receive a one-time reimbursement of up to $5,000 for costs related to attending industry-related events. This category intends to help businesses build connections and enhance their understanding of the offshore wind landscape. Applicants must submit proposals through MEA’s online Jotform portal, including all materials specified in each AOI's Funding Opportunity Announcement (FOA). Incomplete applications will not be considered. MEA’s general grant provisions apply, and a copy of these is available on the MEA website, detailing the terms all grant recipients must comply with upon award.
