The New Day Services: Transformation Grant is a reimbursement-based funding opportunity administered by the Kansas Department for Aging and Disability Services (KDADS). It is designed to support Kansas-based providers of Home and Community-Based Services (HCBS) Day Services as they modify and modernize their service delivery to align with proposed unbundled Day Services definitions, anticipated for implementation in summer 2026. The grant offers financial assistance to providers seeking to enhance community integration, competitive integrated employment access, and staff development within the framework of person-centered service models and federal compliance. KDADS will award grants ranging from $10,000 to $200,000 to eligible applicants. These funds may be used for strategic transformation aligned with three primary objectives: unbundling services, gaining accreditation and professional development, or both. Eligible costs include staffing, technology, transportation, training, licensing fees, and facility upgrades—all focused on promoting service models that reflect the HCBS Settings Final Rule and CMS requirements. To qualify, applicants must be Kansas-licensed HCBS Day Services providers in good standing with KDADS, their Managed Care Organization (MCO), and Community Developmental Disability Organization (CDDO). They must serve at least 25 unique HCBS recipients and cannot have active corrective action plans (CAPs) unless they provide a strategy to mitigate the issues addressed by the CAP. Providers must submit one application per National Provider Identifier (NPI) number but may collaborate with other organizations on joint submissions. Applicants must submit their complete applications by Monday, April 14, 2025, at 5:00 PM Central Time. The application must include a detailed budget and project plan aligned with one or more of the grant's strategic objectives. All expenses must be incurred and paid within the grant period to be eligible for reimbursement. KDADS will not reimburse for costs incurred before or after the grant period, nor for ineligible expenses such as lobbying, social activities, program supplies, or activities that do not meet federal employment standards. A pre-bid conference was held on March 24, 2025, and KDADS provided a slide presentation and a recording to support prospective applicants.
