WA26 Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) Solicitation

The Ohio Department of Health (ODH), through its Bureau of Maternal, Child, and Family Health, is offering continuation grant funding for first-tier subrecipient agencies under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), designated as WIC Administration (WA26), for the Federal Fiscal Year 2026. This funding period spans from October 1, 2025, to September 30, 2026. The grant aims to support the operation of the WIC program at the local level, addressing nutrition and health disparities among women, infants, and children in Ohio. The continuation funding is contingent on federal funding availability and applicants must be prepared to finance program operations until grant disbursements are received. Applications must be submitted electronically via the Grants Management Information System Portal (GMISP) by 4:00 p.m. on Monday, June 16, 2025. Late, faxed, mailed, or hand-delivered applications will not be accepted. Compliance with ODH policies, procedures, and relevant federal, state, and local laws is mandatory for all applicants. Additionally, applicants must adhere to the Uniform Grant Guidance (UGG) beginning October 1, 2024, and acknowledge various assurances including civil rights compliance, data privacy, and financial accountability. Up to 75 grants will be awarded with a total fund amounting to $56,724,602. No individual grant will be less than $30,000. Funding can be used for personnel, training, travel, supplies, participant engagement, and project evaluation. However, numerous restrictions apply, and a comprehensive list of unallowable costs is provided, including political activities, entertainment, equipment rentals from the grantee, and many specific program-related expenses without prior approval. Eligible applicants must not owe funds to ODH, be in good standing with the Ohio Attorney General’s Office, and meet specific federal certification and cybersecurity standards. They must also agree to use state-provided WIC technology and complete a required electronic data management survey. Additional requirements include submission of various detailed attachments through GMISP, such as a Nutrition Education Plan, Civil Rights Compliance form, and Voter Registration Assistance Plan. Program narratives, objectives, and progress reports are essential components of the application. Agencies must address any changes in program scope, personnel, or partnerships, as well as provide breastfeeding promotion strategies, local IBCLC referrals, and a designated breastfeeding expert. Post-submission obligations include timely submission of quarterly and monthly program and expenditure reports. The final expenditure report is due by November 5, 2026.
