The Department of Veterans Affairs (VA) has released a Notice of Funding Opportunity (NOFO) for the fiscal year 2026 under the Staff Sergeant Fox Suicide Prevention Grant Program (SSG Fox SPGP). This program is designed to support community-based organizations that provide or coordinate non-clinical suicide prevention services for eligible veterans and their families. The overarching goal is to reduce veteran suicide by improving access to mental health services, financial stability, and social support, thereby enhancing the well-being of those at risk. The SSG Fox SPGP is administered under the authority of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 and governed by regulations in 38 CFR part 78. This grant opportunity includes two funding priorities: Priority 1 for renewal applicants currently funded under the program, and Priority 2 for new applicants. Renewal applicants must demonstrate satisfactory performance and propose a program substantially similar to the previous year. New applicants must submit complete application packages, including a program concept, budget, and documentation of eligibility. Approximately $52.5 million is available for distribution through this grant program, with individual awards ranging from $100,000 to $750,000. The grant period will begin on September 30, 2025, and span one year, with an option for a one-year renewal pending performance and funding availability. Applications must be submitted electronically by 4:59 PM Eastern Time on July 18, 2025. Eligible applicants include incorporated private institutions or foundations, wholly owned corporations of such institutions, Indian tribes, community-based organizations capable of networking with civic and health organizations, and state or local governments. Applicants must be registered in SAM.gov and maintain active registration. There is no cost-sharing or matching requirement for this program. Funded services must include outreach, baseline mental health screenings, education, peer support, case management, and assistance in obtaining VA and public benefits. Clinical services are restricted to emergency treatment scenarios only. Funds may also support nontraditional approaches such as recreational therapy and relationship coaching, subject to VA approval. Applications will be reviewed and scored based on specific criteria, including organizational qualifications, program concept, evaluation plans, and financial capability. VA will prioritize applications that demonstrate the capacity to serve high-risk individuals and areas with elevated suicide rates. All applications must be complete and meet eligibility and formatting standards to be considered.

Eligible applicants are organizations that meet the definition of an eligible entity in section 201(q)(3) of the Hannon Act: (1) an incorporated private institution or foundation— (i) no part of the net earnings of which incurs to the benefit of any member, founder, contributor, or individual; and (ii) that has a governing board that would be responsible for the operation of the suicide prevention services provided under this section; (2) a corporation wholly owned and controlled by an organization meeting the requirements of clauses (i) and (ii) of subparagraph (A); (3) an Indian tribe; (4) a community-based organization that can effectively network with local civic organizations, regional health systems, and other settings where eligible individuals and their families are likely to have contact; or Page 5 of 16 (5) a State or local government.
