The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) has released Broad Agency Announcement (BAA) W911NF-23-S-0010, valid from May 1, 2023, to April 30, 2028. ARI is the Army’s lead organization for advancing scientific knowledge and innovation to enhance human performance and readiness through behavioral and social science research. This funding opportunity supports a range of basic, applied, and advanced scientific research aligned with ARI’s mission to improve personnel assessment, leadership development, team performance, and technological fluency. The BAA seeks proposals from eligible applicants that advance understanding in one or more designated technical areas, including but not limited to: psychological and organizational assessment, leader competencies in complex environments, team dynamics and readiness, and the integration of technology in force readiness. Funding may be used for theoretical model development, prototype assessments, data analytics tools, training and developmental interventions, and evaluations of personnel systems. The BAA encourages projects that address both individual and organizational development with practical implications for the Army’s operational and strategic needs. Eligible applicants include domestic and foreign institutions of higher education, nonprofits, and for-profit organizations, though government laboratories, FFRDCs, and U.S. Service Academies may not serve as prime recipients. Proposals from foreign organizations may be subject to additional security restrictions. While cost sharing is generally not required, it may be encouraged in the context of Other Transaction agreements. Applicants are advised to follow a three-step application process: (1) initiate contact with the ARI Technical Point of Contact (TPOC), (2) submit a six-page white paper including biographical sketches, and (3) submit a full proposal if encouraged. White papers and proposals must be electronically submitted, and grants/cooperative agreement proposals must be submitted via Grants.gov. Application materials must comply with detailed formatting and content guidelines, including abstracts, technical approach, institutional qualifications, budget justifications, and necessary compliance certifications. Proposals are evaluated on scientific and technical merit, potential contribution to ARI’s mission, personnel qualifications, and cost reasonableness. Awards may take the form of procurement contracts, grants, cooperative agreements, or other transactions. There is no fixed award ceiling or floor, and funding decisions are subject to availability and priority. The opportunity remains continuously open through April 30, 2028, and interested applicants should regularly check Grants.gov or SAM.gov for updates.
