FY25 IIJA/IRA Bureau of Land Management California Forest and Woodlands Resource Management

The Bureau of Land Management (BLM) has announced funding opportunities under the "FY25 IIJA/IRA Bureau of Land Management California Forest and Woodlands Resource Management" program. The program has a total funding allocation of $3 million, with awards ranging from $50,000 to $300,000. Up to 10 awards are expected, with a project period lasting from August 2025 to July 2030. Eligible applicants include state and local governments, Native American tribal entities, higher education institutions, and nonprofit organizations. Individuals and for-profit entities are ineligible. No cost-sharing is required, though leveraging resources may be considered during evaluation as a tiebreaker. Applications must be submitted through Grants.gov, and registration with SAM.gov is mandatory. The application process involves submitting the SF-424 forms, a detailed project narrative (up to 15 pages), a budget narrative, and other supporting documents, such as maps and staff resumes. The project narrative should address need, objectives, technical approach, stakeholder involvement, and monitoring plans, among other requirements. Applications will undergo an eligibility review followed by a merit review based on technical approach, qualifications, and alignment with program goals. Applications must demonstrate technical soundness, feasible milestones, and measurable outcomes. The BLM encourages projects that involve significant collaboration and resource sharing among partners. The application window opens on December 4, 2024, and closes on March 3, 2025, at 5:00 PM ET. Potential applicants are encouraged to discuss project eligibility with BLM program leads before submission. Award notifications will follow a risk review, ensuring financial and operational readiness. Individuals and For-Profit Organizations are ineligible to apply for awards under this NOFO. This program NOFO does not support entities hiring interns or crews under the Public Lands Corps Act of 1993. The Public Lands Corps Act of 1993, 16 USC, Chapter 37, Subchapter II-Public Lands Corps, is the only legislative authority that allows BLM to "hire" interns under this authority. Therefore, eligible Youth Conservation Corps may only apply for projects developed under NOFO 15.243 BLM Youth Conservation Opportunities on Public Lands.CESUs are partnerships with a purpose to promote, conduct, and provide research, studies, assessments, monitoring, technical assistance, and educational services. If a cooperative agreement is awarded to a CESU partner under a formally negotiated Master CESU agreement which is consistent with the CESU purpose, indirect costs are limited to a rate of no-more-than 17.5 percent of the indirect cost base recognized in the partner's Federal Agency-approved Negotiated Indirect Cost Rate Agreement (NICRA). Applicants should specify if their proposal furthers the purpose of the CESU program, and if so which CESU Network should be considered as host.
