Grant Description

The Arts for All Grant, established in 2015, is a collaborative initiative of the Cultural Enrichment Fund and the Greater Harrisburg Foundation, which is a regional entity under The Foundation for Enhancing Communities (TFEC). The program was developed to streamline arts grant funding and boost its impact across the Capital Region. Its mission centers on integrating cultural appreciation into the daily lives of underserved populations by expanding access to meaningful and inclusive arts programming. Grants of up to $7,500 are available to support nonprofit arts initiatives that increase engagement among diverse, underserved, or economically disadvantaged audiences. Examples of funded activities include free public family performances, ticket subsidies to improve event attendance, educational outreach, and creative youth engagement programs. Applicants may also request equipment funding, provided it supports a significant improvement in program efficiency, enables a new initiative, or enhances an existing one. Applications open on February 1, 2025, and close on May 1, 2025. Award announcements will be made by August 1, 2025. Eligible projects must be carried out during the funding cycle that runs from September 1, 2025, through August 31, 2026. Organizations seeking funding must serve the counties of Cumberland, Dauphin, Franklin, Lebanon, Perry, the Dillsburg Area of Northern York County, or be located within 20 miles of center city Harrisburg. Applicants must be 501(c)(3) organizations or use a fiscal sponsor with this designation. The grant does not fund advertising, capital campaigns, retroactive expenses, direct lobbying, religious purposes, or personnel costs lacking a sustainable funding plan. National or statewide organizations without a local presence are also ineligible. Applications will be reviewed by the Arts for All Partnership Advisory Committee. Proposals will be evaluated based on alignment with the fund’s mission, community need, organizational roles, fiscal planning, measurable outcomes, and commitment to diversity, equity, and inclusion. A total of 50 points is available in the scoring rubric. Site visits or additional information may be requested during the evaluation process. Applicants can request draft reviews up to two weeks prior to the deadline by contacting the Community Investment Team at grants@tfec.org.
