Centers for Independent Living Competition - Guam
This funding opportunity provides financial support to nonprofit organizations in Guam to establish a Center for Independent Living that assists individuals with significant disabilities in achieving independence and community integration.
The Administration for Community Living (ACL) is offering funding to establish and operate a Center for Independent Living (CIL) in Guam to support individuals with significant disabilities in living independently. Authorized under the Rehabilitation Act of 1973, as amended, this program will fund one grantee with $110,326 annually, starting September 1, 2025, for a two-year period of performance for each budget cycle. The grant prioritizes consumer-driven, community-based, cross-disability, and nonresidential private nonprofit agencies that meet specific statutory and organizational requirements. CILs must provide core services, including information and referral, independent living skills training, peer counseling, and individual and systems advocacy. Additional services include helping individuals transition from institutional settings, preventing unnecessary institutionalization, and assisting youth with disabilities in transitioning to postsecondary life. The grantee is expected to address the needs of underserved populations in Guam and align with the state’s Plan for Independent Living. Compliance with federal standards and assurances under Section 725 of the Rehabilitation Act is required. Eligible applicants include consumer-controlled nonprofit agencies, faith-based organizations, community-based organizations, and tribal entities. If no eligible nonprofit applies, a designated state entity (DSE) may apply to ensure services are available. Applicants must demonstrate legal authority to carry out CIL activities, including planning, operating, and evaluating a center in accordance with federal standards. Proposals must include a detailed project narrative addressing eligibility, compliance with statutory requirements, and plans to collaborate with stakeholders. The program mandates active outreach to underserved populations, emphasizing services for individuals with significant disabilities in rural and urban areas. Grantees must also engage in capacity-building activities to enhance community support for independent living. Annual evaluations are required to track compliance, service delivery, and outcomes, with reports submitted to the Office of Independent Living Programs (OILP). The CIL must collaborate with the Statewide Independent Living Council, other CILs, and federally funded programs to improve service delivery and outcomes. Partnerships with entities under the Workforce Innovation and Opportunity Act (WIOA) and the Individuals with Disabilities Education Act (IDEA) are encouraged to support a comprehensive network for people with disabilities. Funding is contingent upon satisfactory progress, compliance with program requirements, and the availability of appropriations. The selected organization must adhere to sound fiscal management practices, prioritize hiring individuals with disabilities, and develop sustainable resources for long-term operation. Cost-sharing is not required, but additional funds contributed by the grantee must be reported. 25 (Others (see text field entitled "Additional Information on Eligibility" for clarification)) Eligible Applicants: To be eligible for funding, an applicant must--(a) Be a consumer-controlled, community-based, cross-disability, non-residential, private nonprofit agency;(b) Have the power and authority to--(1) Carry out the purpose of Part C of title VII of the Rehabilitation Act of 1973, as amended and perform the functions listed in section 725(b) and (c) of the Rehabilitation Act of 1973, as amended and subparts F and G of 45 CFR part 1329 within a community located within a State or in a bordering State; and(2) Receive and administer--(i) Funds under 45 CFR part 1329;(ii) Funds and contributions from private or public sources that may be used in support of a center; and(iii) Funds from other public and private programs;(c) Be able to plan, conduct, administer, and evaluate a center consistent with the standards and assurances in section 725(b) and (c) of the Rehabilitation Act of 1973, as amended and subparts F and G of 45 CFR part 1329;(d) Either--(1) Not currently be receiving funds under Part C of chapter 1 of title VII of the Rehabilitation Act of 1973, as amended; or(2) Propose the expansion of an existing center through the establishment of a separate and complete center (except that the governing board of the existing center may serve as the governing board of the new center) at a different geographical location;(e) Propose to serve one or more of the geographic areas that are identified as unserved or underserved by the States and Outlying Areas listed under Estimated Number of Awards; and(f) Submit appropriate documentation demonstrating that the establishment of a new center is consistent with the design for establishing a statewide network of centers in the State Plan for Independent Living of the State or Outlying Area whose geographic area or areas the applicant proposes to serve.Domestic private non-profit entities including, Indian tribal organizations (American Indian/Alaskan Native/Native American), faith- based organizations, and community-based organizations that meet the above eligibility requirements are eligible to apply.Foreign entities are not eligible to compete for, or receive, awards made under this announcement.
