The U.S. Department of State, through the U.S. Embassy San Jose Public Diplomacy Section, has announced a funding opportunity titled "Security for Journalists Covering Organized Crime in Costa Rica" under Assistance Listing Number 19.040 – Public Diplomacy Programs. This initiative aims to strengthen crime reporting by Costa Rican journalists, particularly in areas affected by organized criminal networks and drug trafficking. The grant is designed to enhance journalist safety and the effectiveness of their reporting by providing training, equipment, and fostering collaboration with local law enforcement agencies. Eligible applicants for this opportunity include not-for-profit organizations, think tanks, civil society or non-governmental organizations, individuals, and public international organizations or governmental institutions. Organizations must be registered in SAM.gov and possess a Unique Entity Identifier (UEI). However, individuals do not need to meet this registration requirement. Two awards are anticipated, ranging from $40,000 to $100,000, with a total of $100,000 in available funding, contingent on availability. Projects funded under this grant should be completed within a 12-month period starting October 2025. The scope of funded activities includes training at least 40 journalists, organizing at least 10 collaborative events with municipal and judicial police (OIJ), distributing safety equipment, and fostering a network of journalists in rural and coastal areas. A key component of successful proposals must be a U.S. element that illustrates how U.S. organizations ensure journalist safety when reporting on crime. Applications must be submitted in English and include specific documents such as SF-424 forms, a detailed project proposal of up to 10 pages, budget justification, resumes of key personnel, and letters of support from partners. Proposals will be evaluated on various criteria including the quality of the program idea, organizational capacity, feasibility of achieving objectives, budget reasonableness, and sustainability of impact. All applications must be submitted via email to [email protected] no later than May 23, 2025, at 5:00 PM CT. The evaluation process involves a review committee that assesses the clarity, completeness, and alignment of proposals with program goals. Risk factors such as financial stability and potential safety threats will also be considered. Award notices are expected by July 15, 2025. Awardees must comply with regular reporting requirements, including quarterly program and financial reports and a comprehensive final report within 90 days of project completion. Applicants are advised to begin SAM.gov registration well in advance due to potential delays. While matching funds are not required, indirect costs are permitted up to 15% of modified total direct costs unless a Negotiated Indirect Cost Rate Agreement (NICRA) is provided. Specific restrictions apply to use of funds, including prohibitions against supporting mass migration or activities non-compliant with federal anti-discrimination laws. All materials must be submitted as per the prescribed format to be considered eligible.
