OVW FY 2025 Local Law Enforcement Grants for Enforcement of Cybercrimes Program
This grant provides funding to state, tribal, and local law enforcement agencies to enhance their ability to investigate and prosecute cybercrimes against individuals, while partnering with victim service providers to improve support for victims.
The U.S. Department of Justice’s Office on Violence Against Women (OVW), established in 1995, is soliciting applications for the Fiscal Year 2025 Local Law Enforcement Grants for Enforcement of Cybercrimes Program. This grant is part of OVW’s broader mission to provide leadership on issues related to domestic violence, sexual assault, dating violence, and stalking. The Cybercrimes Enforcement Program specifically focuses on supporting state, tribal, and local law enforcement agencies in addressing cybercrimes against individuals—particularly adult and young adult victims. The program defines cybercrimes against individuals as crimes involving the use of computers or electronic devices to harass, stalk, threaten, extort, coerce, or distribute intimate images without consent. Importantly, this excludes crimes involving harm to commercial entities, government agencies, or other non-natural persons. The primary purposes of the grant include training law enforcement and judicial personnel, enhancing investigative and prosecutorial capacity, acquiring forensic equipment, and improving services for victims. Eligible applicants are state and territorial governments, tribal governments, and units of local government. Notably, police departments, sheriff’s offices, nonprofit organizations, and similar entities cannot apply directly but may participate as project partners. All applicants must partner with a victim service provider, documented through a Memorandum of Understanding (MOU). Applicants must also submit various signed certifications and assurances, including letters regarding nonsupplanting of funds, compliance with federal immigration law (if applicable), and out-of-scope activities. Applications must be submitted in two parts: the Standard Form SF-424 in Grants.gov by August 7, 2025, and the full application in JustGrants by August 12, 2025. An optional Letter of Intent is encouraged by June 25, 2025. Applications must include a proposal narrative, budget documentation, MOU, certification letters, and additional forms such as the Confidentiality Notice and disclosure of lobbying activities (if applicable). Evaluation is based on completeness, responsiveness to purpose areas, and quality of proposed activities and partnerships. Priority consideration is given to projects addressing human trafficking, enhancing services in rural/tribal areas, and certifying compliance with immigration law. Awards are expected to be announced around October 1, 2025. The maximum award is $700,000 for a period of 36 months, with $9.8 million available in total funding across approximately 14 awards.

Awards are for 36 months. Funds may not be used for research or to promote activities deemed out-of-scope (e.g., promoting DEI initiatives not directly related to victim safety). Equipment expenses must not exceed 50% of the award when funding purpose area 8. Up to 3% of funds can be used for internal assessments. Travel to OVW-sponsored events must be budgeted ($15,000 for contiguous U.S., $25,000 for non-contiguous).
