Grant Description

The Public Diplomacy English Language Program is a funding opportunity issued by the U.S. Embassy in Bishkek, Kyrgyz Republic through its Public Diplomacy Section. This grant aims to address the deficiency in English proficiency among teachers and students in Kyrgyzstan, thereby expanding engagement with American partners and fostering stronger economic ties between the United States and Kyrgyz Republic. It seeks to implement a program over a period of 12 to 24 months to improve English fluency to at least the B2 level among teachers and to increase students’ access to proficient English educators, including native speakers. This initiative is aligned with other embassy-funded efforts like the Access English Scholarship program and C5 + Opening Networks through English (O.N.E.) but uniquely emphasizes leveraging U.S. program alumni and native speakers in structured, impactful teaching roles. The grant offers cooperative agreements ranging between $100,000 and $200,000. A maximum of two awards may be issued, contingent on the size of the awards and availability of funds. Applicants must be non-profit entities registered in the Kyrgyz Republic or the United States. U.S.-based applicants must partner with a local organization. For-profit entities are not eligible. Only one proposal per organization is allowed, and cost sharing or matching is not required. Applicants must possess a Unique Entity Identifier (UEI) and an active SAM.gov registration. Applicants are required to address one or more of the program's three primary objectives: enhancing the English proficiency of early-career teachers, increasing exposure to American English and culture among teachers and students, and integrating advanced English-speaking alumni into public school teaching roles. Proposals should be submitted in English and must include specific elements such as a summary, problem statement, methodology, detailed budget, and monitoring and evaluation plan. Key documents include SF-424 forms, resumes for key personnel, and letters of support from partner organizations. Applications are due by May 31, 2025, at 11:59 p.m. Bishkek time. Questions must be submitted by May 26, 2025. Submissions can be made via email or through Grants.gov. Evaluation of proposals will be based on criteria including the quality and feasibility of the program idea, organizational capacity, project planning, budget accuracy, monitoring and evaluation strategies, sustainability, and use of American leadership or resources. After submission, proposals undergo a technical eligibility review, and successful applicants will be notified within approximately 120 days. Awardees must submit quarterly reports and maintain an inventory of U.S. government-funded equipment. The program prohibits use of funds for political activities, charitable services, religious activities, lobbying, construction, or commercial endeavors.
