Grant Description

The Public Diplomacy Section of the U.S. Department of State at the U.S. Embassy Warsaw and Consulate General Krakow (PD Poland) is offering funding through its 2025 Annual Program Statement for its Public Diplomacy Grant Program. This program aims to strengthen ties between the United States and Poland by supporting projects that promote mutual understanding and U.S. perspectives among emerging Polish leaders and established professionals. The funder focuses on strategic themes including economic prosperity, innovation, security, and leadership development, and seeks projects that foster connections using U.S. experts, best practices, and cultural models. The funding scope allows grants between $15,000 and $40,000, with a total available pool of $150,000, pending funding availability. Projects must be completed within 6 to 18 months, and the anticipated start date is September 1, 2025. Acceptable spending includes program activities such as workshops, seminars, exhibitions, and leadership trainings directly tied to U.S.-Poland relations and public diplomacy. Programs must have substantial U.S. content and cannot include activities such as political lobbying, construction, religious promotion, or scientific research. Eligibility is open to registered not-for-profit organizations, individuals including alumni of U.S. government-sponsored programs, and non-profit or governmental educational institutions like libraries and universities. Applicants must either operate in Poland or partner with a registered Polish organization. Individuals do not require a Unique Entity Identifier (UEI), but organizations must have active registrations in SAM.gov. Only one application per organization is permitted; multiple submissions will render all ineligible. Applicants must submit mandatory federal assistance forms (SF-424, SF-424A, SF-424B if applicable), a summary page, a 5-page maximum proposal covering all specified sections, a budget justification narrative, and additional attachments such as key personnel CVs and letters of support. Submissions are accepted until June 6, 2025, with responses expected by August 15, 2025. Applications should be emailed to grantspoland@state.gov. Pre-application inquiries are allowed through this same email. Evaluation criteria include organizational capacity, program idea feasibility, clarity of goals and objectives, alignment with U.S. Embassy priorities, strength of the American component, budget realism, monitoring and evaluation planning, and sustainability potential. Awards will be administered by a Grants Officer. Successful applicants must comply with administrative and reporting requirements as outlined in U.S. federal regulations and Department of State guidelines.

The following organizations are eligible to apply: Appropriately registered not-for-profit organizations, including think tanks and civil society/non-governmental organizations with programming experience; Individuals to include alumni of U.S. government sponsored exchange programs; and Non-profit or governmental educational institutions including public libraries, schools, and universities. For-profit or commercial entities are not eligible to apply. To be eligible for consideration, the applicant organization must be registered to operate in Poland, or if this is not the case, they are strongly encouraged to partner with a local Polish organization registered to operate in Poland.
