The Department of the Interior (DOI) Experienced Services Program (ESP) offers funding through cooperative agreements to recruit skilled workers aged 55 and older for DOI projects. Applications must include forms SF-424 (Application for Federal Assistance), SF-424A (Budget Information), a project abstract, and a project narrative of no more than 20 pages. The budget narrative should outline estimated costs, indirect rates, and compliance with 2 CFR 200 cost principles. Submissions must address potential overlaps or duplications in funding and disclose conflicts of interest. Proposals are evaluated through an eligibility review, merit review (50% weight on applicant capabilities, 30% on past performance, and 20% on risk management), and a comprehensive risk assessment. DOI staff may negotiate terms with selected applicants before finalizing awards. The initial review will determine eligibility based on compliance with requirements, with only qualified applications advancing for detailed evaluation. This program is limited to qualified nonprofit organizations subject to 26 U.S.C 501(c) (3) of the tax code and must be designated by the Secretary of Labor under Title V of the Older Americans Act of 1965. Proof of establishment must be submitted with the application. If an Applicant does not meet the eligibility criterion, the application will not be reviewed and considered for award.Program participants under this agreement must meet the criteria described in Section 115 of the Consolidated Appropriations Act, 2018. This authority has been extended through the Consolidated Appropriations Act, 2024, Public Law 118-42.Excluded Parties: AQD conducts a review of the SAM.gov Exclusions database for all applicant entities and their key project personnel prior to award. AQD cannot award funds to entities or their key project personnel identified in the SAM.gov Exclusions database as ineligible, prohibited/restricted or otherwise excluded from receiving Federal contracts, certain subcontracts, and certain Federal assistance and benefits, as their ineligibility condition applies to this Federal program.
