Continuum of Care Builds (CoC Builds)
This funding opportunity provides financial support to public and nonprofit organizations for creating permanent supportive housing projects that assist individuals and families experiencing homelessness, particularly those with disabilities.
The Continuum of Care Builds (CoC Builds) program is a discretionary grant initiative administered by the U.S. Department of Housing and Urban Development (HUD) under the Office of Community Planning and Development. This program is designed to address homelessness by expanding the availability of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation projects. PSH integrates housing with supportive services for individuals and families experiencing homelessness, where at least one household member has a disabling condition that significantly impairs independent living. HUD has allocated approximately $75 million in competitive funding under this Notice of Funding Opportunity (NOFO), with a mandate that at least $30 million must go to Continuums of Care (CoCs) in states with populations below 2.5 million. Additional funding may be awarded if there is insufficient demand in these smaller states. Applicants may propose projects with durations of 24, 36, 48, or 60 months. Each award must allocate no more than 20 percent for other eligible CoC Program activities and no more than 10 percent for project administration. Eligible applicants include a wide array of public and nonprofit entities, including state and local governments, special district governments, Native American tribal entities (both federally recognized and others), public and Indian housing authorities, and nonprofits with 501(c)(3) status. Individuals and for-profit organizations are not eligible to apply. Each application must be submitted through the e-snaps system by the designated Collaborative Applicant for a CoC. A maximum of one application per CoC is allowed, unless the second project involves PSH units on Tribal reservations or in Tribal projects, which may justify an additional application. Applications must be submitted by 8:00 PM Eastern Time on June 26, 2025, with awards anticipated by July 31, 2025. The performance period for projects is expected to begin on October 1, 2025, and may extend up to five years. HUD will score applications based on a 100-point merit system with additional policy preference points. Evaluation criteria include development experience, leveraging of resources, project management experience, implementation timeline, and commitment to community integration and accessibility for persons with disabilities. Applications must be complete and include standard forms such as SF-424, HUD-2991 (Certification of Consistency with the Consolidated Plan), and supporting documents including a budget, narratives, and verification of nonprofit status if applicable. The application must also address the required match per 24 CFR 578.73, and submit documentation of site control, environmental review compliance, and financial feasibility. Indian Tribes and Tribally Designated Housing Entities (TDHE). The Consolidated Appropriations Act, 2021 (Public Law 116-260, approved December 27, 2020) amended title IV to add section 435 of the Act to allow Indian Tribes and TDHEs to be Collaborative Applicants, eligible entities, or subrecipients of the CoC Program in addition to amending title IV section 401 to add the terms "Formula Area" and "Indian Tribe." These amendments mean that not only may Tribes and TDHEs apply for grants through other CoCs, but that formula areas, as that term is defined in the Indian Housing Block Grant program at 24 CFR 1000.302, are eligible to be added to the geographic areas of existing CoCs or may be included in newly formed CoCs through the CoC registration process (see Notice CPD-22-02) or may be temporarily added through the process outlined in Section III.A.5. Any applicant that is not a Tribe or TDHE proposing to site a project on a Tribal reservation or trust land, or proposing to carry out a Tribal project located in an IHBG formula area must include a Tribal resolution from the Tribe authorizing the applicant to do so or a letter from an official or principal of the Indian Tribe or TDHE who is authorized to act on behalf of the Indian Tribe or TDHE. Tribes do not need to include a Tribal resolution to site a project on their own reservation or trust land. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
