NRA Public Range Fund
This grant provides financial assistance to city and county governments, as well as state and federal agencies, for the development and improvement of public shooting ranges across the United States.
The NRA Public Range Fund was established in 2009 as a matching grant program to assist city and county governments, and state or federal agencies in the United States in the development and improvement of public shooting ranges. The program is administered by the NRA Range Services department, which evaluates applications based on project eligibility and alignment with the program’s guidelines. Grants are awarded at the NRA’s sole discretion to support the construction, maintenance, and enhancement of public shooting facilities while also assisting in projects that aim to address community relations and environmental concerns associated with range operations. Eligible applicants for the NRA Public Range Fund include city and county governments as well as state and federal agencies that either plan to build or improve public ranges or are currently undertaking such projects. Applicants must demonstrate the ability to match 100% of the requested funds through revenue, labor, equipment, materials, or other in-kind contributions. Generally, the grant is structured as a 50/50 matching grant, with 50% of project costs covered by the applicant and 50% by the NRA Public Range Fund. However, in projects involving Pittman-Robertson Funds, the applicant’s share is adjusted to 90%, with the NRA Public Range Fund covering the remaining 10%. Projects eligible for funding under the NRA Public Range Fund include those focused on building or improving existing public ranges at the city, county, state, or federal level. Assistance is provided for construction, labor, materials, and equipment costs, as well as for ongoing maintenance and security upgrades. Additionally, projects designed to foster positive community relations or mitigate environmental impacts related to range operations are also considered. The grant does not fund non-essential equipment, short-term supplies, or administrative costs, and multi-year funding commitments are not permitted. Funding restrictions are clearly outlined, with a maximum funding cap of $25,000 per applicant per year. Applicants must submit a final report upon completion of funded projects to maintain eligibility for future funding cycles. Grant applications for expenses already incurred or reimbursement for completed projects will not be considered. The NRA reserves full discretion over the approval and distribution of funds, and prior grant awards do not guarantee subsequent funding. Applications for the NRA Public Range Fund are to be submitted annually through the new Blackbaud Grantmaking portal, which will be fully implemented starting March 14, 2025. In reviewing grant applications, the NRA Range Services department will apply the following criteria and recommend to the Executive Director of General Operations only those projects that conform to these guidelines: An applicant may be any city or county government or state or federal agency that plans to build or improve, or is currently building or improving, public ranges, and is able to provide proof of ability to 100% match awarded funding in revenue, labor, equipment, materials, etc. to ensure the project’s completion. Generally, grants are awarded on a 50/50 matching basis with 50% of the cost of the project being provided by the applicant and 50% awarded from the NRA Public Range Fund. In-kind services of labor, materials, and equipment may be considered to provide the applicant’s 50% contribution to the project. For projects where Pittman-Robertson Funds are being used, the applicant’s share will be 90% of the project, with the remaining 10% coming from the NRA Public Range Fund. Applicants seeking to qualify for support shall not discriminate against any member, person, or other user of its facilities or equipment on the basis of age, race, color, sex, or national origin.
