The U.S. Army Corps of Engineers – Alaska District has issued a Funding Opportunity Announcement (FOA No. W911KB-25-2-0001, Amendment 1), under the authority of 16 U.S.C. 670 (Sikes Act). This cooperative agreement aims to implement the Integrated Natural Resources Management Plan (INRMP) to enhance and maintain the ecological health of military training lands managed by the 11th Airborne Division and U.S. Army Alaska at the Richardson Training Area (RTA), located on Joint Base Elmendorf-Richardson (JBER), Alaska. The grant supports a set of projects that will aid in achieving sustainable, biologically diverse, and resilient environments conducive to high-quality military training, while ensuring compliance with environmental laws and regulations. The grant covers six major tasks with a total estimated funding ceiling of $1,018,368. These tasks include maneuver corridor maintenance, trail reconfiguration, vegetation control, drop zone maintenance, and habitat restoration within designated sections of the RTA. Each task is detailed in the statement of work and includes specific project descriptions, objectives, environmental considerations, and performance requirements. For instance, Task 1 involves access point reconfiguration and vegetation cutting along approximately 8.18 miles of trail, while Task 4 emphasizes trail drainage and herbicide testing for invasive species control. Eligible applicants are limited to States, local governments, Indian tribes, non-governmental organizations, and individuals, pursuant to 16 U.S.C. 670c-1(a). Applications must be submitted by 2:00 PM Alaska Time on May 27, 2025, either via email or through Grants.gov. The application package must include completed SF 424 forms, a detailed program narrative aligned with the scope of work, and compliance with all required registrations including UEI, SAM, and Grants.gov (if submitting electronically). Applications will be evaluated on three criteria: experience (most important), technical approach, and cost. A narrative of the technical approach, quality control measures, and compliance with regulatory standards must be included. Past project summaries demonstrating relevant qualifications are also required. Award decisions will be based on the offeror’s ability to deliver effective and compliant environmental stewardship and land management on military lands. Reporting requirements include quarterly progress updates, a final comprehensive report with maps and treatment summaries within 12 months of award, and regular coordination meetings. The grant is expected to be awarded on or about June 6, 2025.
