The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), has issued a Commercial Solutions Opening (CSO), Solicitation Number W9132T25SC001, aimed at sourcing innovative commercial products, services, and technologies that address the laboratory’s mission areas. This CSO operates under DFARS 212.70, facilitating the use of commercial item acquisition procedures even for solutions that are not commercially available yet but meet innovation definitions under the solicitation. The CSO invites broadly applicable solutions in fields such as infrastructure science, operational science, energy, sustainability, and advanced construction technologies. It is part of ERDC's strategic efforts to close existing capability gaps and modernize infrastructure-related functions in support of military and civilian missions. The CSO is open to a wide range of applicants, including domestic and foreign organizations, and allows both complete and partial solution submissions. A two-step evaluation process is employed: Step 1 involves submitting a solution brief for initial evaluation, potentially followed by Step 2, which includes a full proposal request and potentially a live demonstration. Offerors may be invited to participate in virtual or in-person demonstrations depending on the nature of their solution. Regardless of demonstration, selected proposals may proceed to contract award subject to availability of funding and satisfactory pricing determinations. Funding awards will be structured as firm-fixed-price contracts and may include Other Transaction Agreements (OTAs) under 10 U.S.C. §4022. Contracts will be awarded under full and open competition and will comply with various parts of the Federal Acquisition Regulation (FAR), as appropriate to the proposed solutions. Applicants are required to register in SAM.gov for contracts, complete required certifications, and ensure their corporate information is accurate and consistent across submissions and SAM records. All submissions must be devoid of classified or sensitive information and proprietary content must be clearly marked. Solutions must be submitted electronically via the ERDCWERX portal by 5:00 PM CST on October 31, 2025. Required submission components include a cover letter, a technical solution brief (up to five pages), an optional pitch deck (up to 15 slides), an optional video presentation (up to five minutes), and a pricing volume with proposed costs and performance periods. Applicants are encouraged to include URLs and evidence of commercialization to support the feasibility and innovation of their solutions. Key areas of interest include Materials and Structures (e.g., engineered wood, mass timber, bio-based insulation), Installation Energy and Water Efficiency, Warfighter Engineering (additive construction, robotics), Operational Energy, Natural Infrastructure Management, and Facility Lifecycle Investment Optimization. Each area aims to improve sustainability, reduce environmental impact, enhance resilience, or support strategic military and civilian engineering operations. Evaluation criteria include technical merit, relevance to agency missions, and funding availability. Feedback for non-selected proposals may be offered at ERDC's discretion.
