Prosper Portland Community Livability Grant Program

Grant Description

The Community Livability Grant (CLG) Program is administered by Prosper Portland and is designed to support projects that promote healthy, inclusive, and resilient neighborhoods in specific tax increment finance (TIF) districts within Portland, Oregon. The program provides funding to community-based organizations for permanent real property improvements that reflect the community’s values and contribute to long-term prosperity for residents and businesses. Eligible applicants include nonprofit organizations, neighborhood and business associations, and neighborhood groups located within the Gateway Regional Center, Interstate Corridor, and North Macadam TIF Districts. Property owners may also be eligible if their proposed projects meet the grant criteria. Applicants must be prepared to move forward with their project upon approval, including submitting bids within three months and completing all work within one year of receiving the grant award. The grant program focuses on projects that deliver tangible community benefits. Priority is given to those that support wealth creation for small business owners, enhance workforce development and job access, celebrate neighborhood culture and diversity, and provide assets aligned with the community’s identified needs. In FY 2025-26, funding available includes $300,000 for Gateway Regional Center, $200,000 for the Interstate Corridor, and $300,000 for North Macadam. Grants typically range from $10,000 to $50,000, although organizations may receive up to a cumulative total of $300,000 over time. Once an organization reaches that threshold, it becomes ineligible for further CLG funding. Projects must involve the addition, expansion, or improvement of physical space and must be located in one of the three designated TIF districts. Applications open April 14, 2025, and close at 5:00 PM on May 30, 2025. An informational webinar will be held on April 17, 2025, from 12:00 to 1:30 PM via Zoom to assist prospective applicants.
