Grant Description

The Partners for Fish and Wildlife (PFW) Program, administered by the U.S. Fish and Wildlife Service (FWS), supports private landowners and communities in restoring and conserving habitats for fish and wildlife. This program provides both technical assistance and financial support through cooperative agreements. In FY25, the program will allocate an estimated $15,000,000 in funding across approximately 500 awards, with grants ranging from $1 to $750,000. Applications will be accepted on a rolling basis from January 1, 2025, to September 30, 2025, with a priority deadline of May 30, 2025, for consideration during FY25. The purpose of the program is to restore fish and wildlife habitats on private lands to benefit federal trust species, including those at risk of extinction, pollinators, and other species of conservation concern. Goals include improving habitat connectivity, supporting resilient ecosystems, and increasing biodiversity. Conservation efforts align with the strategic goals of the FWS and Department of the Interior. Specific projects will target priority areas and species, guided by regional and strategic plans. The program funds projects through cooperative agreements and grants, with substantial federal involvement expected. Eligible expenses include activities that directly benefit conservation goals, such as habitat restoration. However, funding cannot be used for land acquisition, foreign travel, unauthorized equipment purchases, or indirect costs exceeding negotiated rates. Applicants must ensure compliance with the Buy America preferences for infrastructure projects. The program is open to a wide range of applicants, including state, county, and tribal governments; educational institutions; nonprofit organizations; small businesses; and individuals. Projects must occur on private lands, including non-governmental, municipal, and tribal properties. Applicants are encouraged to contact local PFW Program offices for guidance before submitting applications. SAM.gov registration and a Unique Entity Identifier are required for non-individual applicants. Applications must include a completed SF-424 form, budget details, a project narrative outlining goals and benefits, and a budget narrative explaining cost allocations. Applicants requesting more than $100,000 in federal funds must include disclosures of lobbying activities. Submissions are accepted through GrantSolutions, and certain simplified application procedures are available for projects under $200,000. The evaluation process involves eligibility checks, a merit review based on program priorities, and a risk assessment. Priority will be given to projects that demonstrate long-term conservation benefits, cost-effectiveness, and strong collaboration with non-federal partners. Successful applicants will receive Notices of Federal Award electronically. Reporting requirements include financial and performance reports, as well as compliance with federal policies. Key deadlines include the May 30, 2025, priority application deadline for FY25 funding and a final submission deadline of September 30, 2025. Additional Requirements

The PFW Program can reject projects that do not fit with regional plans or priorities. To get funding, PFW projects must be on private lands."Private lands" means any properties not owned by the state or federal government. This includes tribal lands, Hawaiian homelands, cities, municipalities, non-governmental properties, and private properties. Groups with 501(c)(3) status should have proof of their status from the Internal Revenue Service. Tribal applicants may be required to provide an authorizing tribal resolution.The Program seeks projects year-round. Program staff work with applicants to find common conservation goals. We require that all interested applicants contact their local PFW staff before submitting an application.
