Illinois Energy Transition Navigators Program 2025

The Illinois Energy Transition Navigators Program, under the Climate and Equitable Jobs Act (CEJA), is administered by the Illinois Department of Commerce and Economic Opportunity (DCEO). This grant aims to develop a statewide network of community-based organizations to provide outreach, education, and recruitment services that promote participation in clean energy workforce and contractor development programs. These services are specifically tailored for individuals from economically disadvantaged communities and populations historically excluded from clean energy opportunities. DCEO intends to award three grants under this notice to serve the Champaign, Decatur, and Kankakee workforce regions. This initiative supports recruitment for various CEJA-related programs including the Clean Jobs Workforce Network, the Illinois Climate Works Pre-apprenticeship, the Clean Energy Contractor Incubator, and the Clean Energy Primes Contractor Accelerator. Navigator Teams will focus on helping eligible individuals access training, support services, and career pathways in the clean energy sector. These teams will coordinate with educational institutions, local employers, and existing CEJA program administrators to enhance engagement and facilitate job placements. Services will also encompass access to supportive measures such as childcare, travel stipends, certifications, and mentorship. Eligible applicants are community-based, nonprofit organizations with a history of serving low-wage workers or individuals from economically disadvantaged communities. Applicants must be registered in the GATA Grantee Portal and meet various administrative compliance standards. They must also demonstrate capacity to perform the required outreach, coordination, and data tracking duties. While matching funds are not required, applicants should be able to leverage existing relationships and resources. Applications must include a Uniform Grant Application, a detailed budget, disclosures, a technical proposal not exceeding 15 pages, and a workbook with key attachments including a staffing plan and implementation timeline. Applications are due by July 14, 2025, for inclusion in the initial merit review. If awards are not made for specific regions, submissions will remain open on a rolling basis through December 31, 2025. The grant period begins September 1, 2025, and may extend up to 36 months with annual renewals based on performance. Evaluation criteria include documentation of need, applicant qualifications, program design, stakeholder engagement, and cost-effectiveness. Successful applicants must adhere to specific reporting and monitoring requirements, including quarterly performance and financial reports, an annual report due April 1, and compliance with audit and procurement standards. Eligible applicants are community-based providers (see Program Definitions). One organization may propose to deliver all services or may subcontract with or partner with other entities to provide program elements or conduct outreach to specific populations or communities. Navigator Teams must demonstrate: A. A history of providing education, outreach, and recruitment activities to low-wage or lowskilled workers or individuals from economically disadvantaged communities. B. An ability to reach and recruit from eligible populations. C. Relationships with relevant stakeholders, including Small Business Development Centers, economic development organizations, local employers, labor unions, trade groups, educational institutions or organizations working with eligible populations, environmental justice organizations, and any other entities that provide jobs, including businesses and other nonprofit organizations. D. The ability to effectively serve eligible populations and economically disadvantaged communities. E. The ability to engage with CEJA workforce and contractor program managers once they are selected, including: • The Clean Jobs Workforce Network Program, • The Illinois Climate Works Preapprenticeship Program, • The Clean Energy Contractors Incubator, and • The Clean Energy Primes Contractor Accelerator.
