OVW Fiscal Year 2025 Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program
This grant provides funding to colleges and universities in the U.S. to develop programs and partnerships that reduce domestic violence, dating violence, sexual assault, and stalking on their campuses.
The U.S. Department of Justice, Office on Violence Against Women (OVW), is offering the Fiscal Year 2025 Campus Program Grant to reduce domestic violence, dating violence, sexual assault, and stalking on college campuses. Created under the Violence Against Women Act (VAWA), this program aims to support institutions of higher education in fostering safe campus environments by developing coordinated community responses and comprehensive prevention strategies. The program provides up to $400,000 per award for a 36-month project period, with an expected total program funding of $12.5 million and approximately 30 anticipated awards. The Campus Program supports a wide range of activities, including law enforcement training, victim services, prevention education, and data system improvements. It also requires the establishment of coordinated community responses involving both internal campus stakeholders and external partners, such as local law enforcement and victim service providers. All applicants must submit memoranda of understanding to document these partnerships. Additionally, campuses must allocate at least 20% of the grant funds to support victim services, whether campus-based or community-partnered. Eligible applicants are institutions of higher education in the U.S. and its territories, including public or nonprofit institutions that provide post-secondary education and meet specific accreditation and legal authorization criteria. Faith-based institutions that meet these criteria are also eligible. The application requires several certification letters: Certification of Eligibility, Certification to Implement Statutory Minimum Requirements, and, if legal assistance is proposed, a Delivery of Legal Assistance Certification. Applicants must submit a proposal abstract, a detailed proposal narrative, a comprehensive budget, and signed memoranda of understanding. The narrative should outline the institution’s current efforts and needs, describe proposed activities, and identify the personnel responsible for implementation. Applications are evaluated based on responsiveness, completeness, and alignment with program priorities, including services for underserved areas and victims of human trafficking. Key dates include the optional submission of a Letter of Intent by June 24, 2025, Grants.gov submission by July 8, 2025 (11:59 PM ET), and final JustGrants submission by July 10, 2025 (8:59 PM ET).
