Grant Description

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) is accepting applications for the FY 2025 Hazardous Materials Instructor Training (HMIT) Grant. This grant program, authorized under 49 U.S.C. § 5107(e), is specifically intended for nonprofit organizations with demonstrated expertise in training hazardous materials (HAZMAT) employees. The HMIT program supports “train-the-trainer” initiatives, whereby instructors are trained to educate HAZMAT employees on proper handling, transportation safety, and regulatory compliance as specified in the Hazardous Materials Regulations (HMR). The primary goal of the HMIT grant is to enhance the safety of HAZMAT transportation by ensuring instructors receive comprehensive and up-to-date training. The program emphasizes outreach to a target population of HAZMAT employees, including those in rural areas. Organizations applying for funding must clearly outline their capacity to manage federal grants and deliver relevant training, including evidence of past experience, organizational structure, and resources. The total anticipated funding for the FY 2025 program is $5,000,000, with individual awards ranging from $250,000 to $1,000,000. The performance period is a minimum of 12 months and may extend to 24 months. Funding is discretionary and is awarded based on the merit of submitted applications. The grant does not require cost sharing or matching contributions. However, specific spending restrictions apply, including the prohibition of using funds for personnel stipends, entertainment, and certain indirect costs unless approved. Eligible applicants must be nonprofit organizations as defined by the IRS, excluding for-profit entities and those engaging in lobbying activities as described under section 501(c)(4). Applications must be submitted electronically via grants.gov by June 20, 2025, at 11:59 p.m. EST. Questions related to the application are due by June 13, 2025. Registration in both SAM.gov and FedConnect is highly encouraged to ensure successful application submission and communication. The application package must include standard forms (SF-424, SF-424A, lobbying certifications, and Title VI assurances) and attachments such as the project narrative, budget narrative, indirect cost documentation (if applicable), and letters of support. Applications are evaluated based on administrative, technical, and programmatic criteria, including alignment with DOT safety priorities, cost-effectiveness, clarity of objectives, and adherence to the train-the-trainer model.
