The South Kingstown Human Service and Outside Agency (HSOA) Fund provides annual grants to local non-profit organizations supporting South Kingstown residents. These funds are allocated through the town’s budget and aim to extend support services and initiatives beyond those traditionally offered by municipal government. The program supports two main categories of applicants: human service organizations and outside agencies. Human service organizations typically provide resources for low-income individuals, seniors, people with disabilities, victims of abuse, or those experiencing life challenges. Outside agencies include local groups such as veterans’ organizations, neighborhood associations, museums, and preservation groups that positively impact the community. The program's primary goal is to foster access to programs, projects, and services that improve the quality of life for South Kingstown residents. For the fiscal year 2025-2026, approximately $180,000 is anticipated for distribution, with the final amount to be determined. Applications will be accepted starting January 7, 2025, and are due by January 31, 2025. Interested applicants can access the fillable application template online. Applications are reviewed for completeness before being presented at a Town Council budget workshop in early March. Applicants may present their funding proposals and respond to questions during this session. The Town Council determines funding recommendations, which are then incorporated into the annual operating budget. Organizations that are awarded funds are notified after the start of the fiscal year on July 1, 2025. Funding distribution begins in July or August. Recipients must complete a "Funds Distribution Request" form, which is submitted to the HSOA coordinator. Approved funds are typically dispersed within two weeks of submission.
