Rural IL Opioid Overdose Prevention - Public Safety Involved Linkage to Care
This funding opportunity is designed to help rural law enforcement agencies create outreach programs that connect individuals who have experienced an opioid overdose with necessary recovery services.
The Rural Illinois Opioid Overdose Prevention Initiative – Public Safety Involved Linkage to Care program is part of the “Empowering and Equipping Law Enforcement Communities in Rural Illinois to Reduce Opioid Overdose” initiative. This initiative will support two agencies to build a first responder-supported post overdose outreach program in their respective region or county. This project is funded through the Substance Abuse and Mental Health Services Administration (SAMHSA) First Responder-Comprehensive Addiction and Recovery Act (FR-CARA). Funds will be used to support awarded agencies in developing and implementing a post overdose outreach program.

Agencies may apply only if they meet the following criteria. • The agency must be based in Illinois and service the target area counties of Alexander, Adams, Bond, Boone, Brown, Calhoun, Cass, Christian, Clark, Clay, Clinton, Coles, Cook, Crawford, Cumberland, Dekalb, Douglas, Edgar, Edwards, Effingham, Fayette, Ford, Franklin, Gallatin, Greene, Hamilton, Hancock, Hardin, Jackson,Jaspar, Jefferson, Jersey, Johnson, Kane, Lawrence, Logan, Macoupin ,Marion, Massac, Menard, Monroe, Montgomery, Morgan, Moultrie, Perry, Pike, Piatt, Pope, Pulaski, Randolph, Richland, Saline, Sangamon, Scott,Schuyler, Shelby, St. Clair, Union, Wabash, Washington, Wayne, White, Williamson. • May be a public safety agency or a community-based organization (CBO). All COBs applying must have a memorandum of understanding detailing direct involvement from at least one public safety agency (fire, police, emergency medical services). • The agency must demonstrate relationships with Substance Use Disorder (SUD) treatment providers or plan to engage SUD treatment providers. • The agency must have demonstrated experience collaborating with community partners to address health issues. • The agency must have a program lead identified or have a plan to hire a program lead that will designate at least 50% of their time to this program. • Agency must be willing to use and distribute harm mitigation kits containing, at minimum, naloxone and connect overdose victims to treatment or appropriate harm reduction services. • Illinois Department of Public Health - Office of Performance Management • Are a non-profit organization, government entity, or educational institution
