The U.S. Department of State, through the U.S. Embassy in Amman, has issued a Notice of Funding Opportunity (NOFO) for the EducationUSA Fair 2025 under opportunity number PAS-JOR-FY25-002. This initiative, funded through FY25 Smith Mundt Public Diplomacy Funds, seeks to promote the United States as the premier destination for higher education among Jordanian students. The NOFO supports a cooperative agreement with a total funding availability of approximately $250,000, pending the availability of funds. One award is anticipated, with a performance period ranging from 9 to 12 months. The anticipated project start date is July 20, 2025, and applications are due by June 15, 2025, at 12:00 p.m. GMT +3. The grant aims to organize a two-day EducationUSA Fair in October 2025 in Jordan, involving 25-30 accredited U.S. universities. It seeks to engage Jordanian students, parents, and counselors while strengthening U.S.-Jordan academic ties. The program also includes the development of a digital influencer-led storytelling campaign to increase awareness of U.S. higher education opportunities. Strategic objectives include promoting diverse U.S. institutions, facilitating educational connections, encouraging post-fair student engagement, and reinforcing U.S.-Jordan relations through sustained outreach and programming. Eligible applicants include U.S. and Jordan-based not-for-profit organizations, public and private educational institutions, and civil society organizations. Only one proposal per organization may be submitted, and cost sharing is not required. Applicants must be registered with SAM.gov and have a Unique Entity Identifier (UEI). The U.S. Embassy will be significantly involved in approving key aspects of the project including venue, marketing, workshop content, and participant selection. The application package must include forms SF-424, SF-424A, and, if applicable, SF-424B. A detailed 15-page proposal is required, including objectives, methods, monitoring, evaluation, key personnel, and sustainability plans. Additional documentation includes budget narratives, CVs of key personnel, letters of support, a nonprofit registration certificate, and if applicable, a NICRA document. All materials must be submitted in English via email to AmmanGrants@state.gov by the application deadline. Evaluation criteria include quality and feasibility of the proposed idea (30 points), organizational capacity (20 points), planning and ability to achieve objectives (15 points), budget (10 points), monitoring and evaluation plan (15 points), and sustainability (10 points). Award notices will be issued by the Grants Officer and unsuccessful applicants will be notified by September 30, 2025. Reporting requirements include quarterly performance and financial reports, and compliance with the Foreign Assistance Data Review (FADR) is mandatory.
