Grant Description

The California Department of Fish and Wildlife (CDFW) has released a Proposal Solicitation Notice (PSN) for the 2025-2026 Boating Access Grant Program. This program is part of the broader Sport Fish Restoration Grant Program, which aims to enhance public access to California’s waterways, benefiting recreational boaters. The Boating Access program supports a variety of projects, including the planning, construction, and improvement of boating access facilities and related amenities. The total funding available for Fiscal Year 2025/2026 is anticipated to be up to $3 million. Eligible applicants include state and local government agencies, public entities, Tribes, and nonprofit organizations. Proposals must be submitted by November 22, 2024, via CDFW’s WebGrants system, with no possibility of extension. CDFW will also hold a public solicitation workshop on November 5, 2024, to provide an overview of the program, its requirements, and the application process. Attendance at this workshop is optional but encouraged. Projects that can be funded through this program include the design and construction of boating access facilities, as well as amenities for boaters, such as restrooms, wash-down stations, docks, parking areas, and compliance with the Americans with Disabilities Act (ADA). Additionally, outreach efforts to educate boaters about available amenities and the prevention of aquatic invasive species are also eligible for funding. The program allows reimbursement for up to 75% of project costs, with the remaining 25% required to come from non-federal sources. The grant application process includes administrative and technical reviews to ensure that the projects align with the program's goals and are feasible. Proposals are evaluated based on criteria such as project approach, expected outcomes, readiness, and budget. CDFW may provide final funding recommendations after reviewing the technical evaluations, and applicants will be informed of award decisions in the summer of 2025. All selected projects must comply with federal and state requirements, including the Buy American provision and prevailing wage laws. Environmental compliance and permitting are also necessary before the construction phase can begin. Successful applicants will need to enter into a grant agreement with CDFW and meet the requirements outlined in the PSN, including financial management, reporting, and performance monitoring. For those interested in applying, the application must be thorough, including budget details, matching funds, and compliance with applicable laws. CDFW encourages applicants to ensure that their proposals are complete and submitted on time to avoid disqualification. Full details and guidance can be found on the CDFW Boating Access webpage, and additional support is available through the WebGrants Help Desk. This grant program represents a significant opportunity for public entities to enhance boating access across California, with a focus on supporting recreational use while promoting environmental stewardship.
