The New York State Office of Addiction Services and Supports (OASAS) has announced Request for Applications (RFA) STEW #25005 to provide funding for organizations offering mobile outreach services in the Manhattan and Bronx boroughs. The initiative is focused on harm reduction through direct engagement with individuals who use drugs and who are not currently connected to harm reduction or treatment services, face consistent barriers to care, or live in locations distant from traditional service providers. Outreach efforts will be carried out through mobile units to deliver harm reduction education, resources, and support, and to establish pathways to additional care. The total available funding for this initiative is $4,950,000, with up to five awards planned. Each award may total up to $460,000 per year for a two-year period, resulting in a maximum of $990,000 per recipient. Funding includes the costs associated with acquiring and operating outreach vehicles. The funding allocation specifies three awards for Manhattan and two for the Bronx. Applicants may only submit one application per borough, though those meeting the eligibility requirements for multiple boroughs may apply to both by submitting separate applications. Eligible applicants are limited to non-profit Voluntary Agencies or Local Government Units (LGUs) that have a physical presence in the borough where they intend to provide services. Furthermore, applicants must already operate qualifying harm reduction programs in the same borough. Eligible programs include Tier 1 or 2 Syringe Service Programs, NYS Department of Health Drug User Health Hubs, OASAS-funded Recovery Community Centers, or operational street outreach and engagement programs funded under specific past OASAS procurements such as OSF 23006 or SUPP 1010. Applicants previously awarded under RFA No. 24031 for the respective regions are not eligible to apply again in those same boroughs. The final application submission deadline is July 11, 2025, by 4:00 PM. Prospective applicants are required to download and complete several supporting documents, including a budget form, conflict of interest assurance, and various certification forms.
