Farmers Market Promotion Program Fiscal Year 2025
This program provides funding to various organizations and entities to enhance direct sales of locally produced agricultural products, improving access to fresh food in communities across the U.S.
The Farmers Market Promotion Program (FMPP) for Fiscal Year 2025 is administered by the U.S. Department of Agriculture's Agricultural Marketing Service (USDA AMS). It supports the development, coordination, and expansion of direct producer-to-consumer markets to improve access to locally and regionally produced agricultural products. FMPP falls under the Local Agriculture Market Program (LAMP), which also includes the Local Food Promotion Program (LFPP), Regional Food System Partnerships (RFSP), and Value-Added Producer Grants (VAPG). For FY2025, AMS anticipates awarding approximately $11 million in competitive grants through this program. FMPP supports four project types: Capacity Building, Community Development Training and Technical Assistance (CTA), Turnkey Marketing and Promotion, and Turnkey Recruitment and Training. Award sizes vary by project type, with Turnkey projects offering between $50,000 and $100,000 for a 24-month period, Capacity Building projects ranging from $50,000 to $250,000 over 36 months, and CTA projects offering $100,000 to $500,000 over 36 months. Applicants must provide a 25% non-federal cash or in-kind cost share. Funding must support direct producer-to-consumer marketing efforts, and certain expenditures—like agricultural production costs, land purchases, and duplicative federal project activities—are ineligible. Eligible applicants include a wide range of domestic entities such as agricultural businesses, cooperatives, CSA networks, economic development corporations, food councils, local governments, nonprofits, producer networks, public benefit corporations, regional farmers market authorities, and tribal governments. Fiscal sponsors or agents may be used under specific legal and administrative guidelines. Applicants are limited to one award per funding cycle and must close out any active FMPP award before reapplying. Applications must be submitted through Grants.gov by 11:59 PM ET on June 27, 2025. Required components include the SF-424 and SF-424A forms, a project abstract summary, a project narrative specific to the chosen project type, cost sharing verification letters, and letters of commitment from partners or collaborators. Depending on the project, evidence of critical infrastructure and a NICRA (if applicable) may also be required. The application undergoes an initial screening, technical review, and administrative review. Priority consideration is given to projects benefiting low-income/low-access communities or aligned with RFSP activities and not funded within the last five years.
