This program provides financial support to innovative housing manufacturing businesses in Colorado to help alleviate the housing shortage by reimbursing operating expenses and offering incentives for each unit produced and installed in the state.

Grant Description

The Innovative Housing Incentive Program addresses Colorado’s housing shortage by supporting the development and expansion of innovative housing manufacturing businesses. The program includes a grant and a factory loan mechanism. The grant reimburses up to 20 percent of operating expenses monthly, with businesses eligible for up to $350,000 ($450,000 for Tier 1 Just Transition Communities) and offers per-unit incentives between $1,500 and $6,000 for units manufactured and installed in Colorado. The factory loan program, which opened in fall 2023, will reopen as loans are repaid. Applications for the grant program are accepted on a rolling basis.
