Grant Description

The Bureau of Justice Assistance Fiscal Year 2025 Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) provides funding to support community-driven responses to the opioid and substance use crisis. The program is designed to reduce overdose deaths, promote public safety, and address the impacts of substance use disorders (SUDs) on individuals and communities. It emphasizes collaboration among law enforcement, public health agencies, treatment providers, and other stakeholders. Eligible applicants include state, local, and tribal governments, as well as non-profit organizations and institutions of higher education. Funding is available across multiple categories to support a wide range of activities, including implementing evidence-based prevention strategies, enhancing access to treatment and recovery services, improving data collection, and increasing community outreach. The program also focuses on addressing substance use challenges within the justice system, such as diversion programs and alternatives to incarceration. Applicants must submit proposals that include a detailed project narrative, budget and budget justification, and performance measures. Applications should clearly outline the problem to be addressed, the proposed activities, expected outcomes, and a timeline for implementation. Partnerships with community organizations and other stakeholders are encouraged to ensure a coordinated approach to addressing the crisis. Key application deadlines and instructions for submission are outlined in the program announcement. Applications must be submitted through Grants.gov for initial steps, followed by the completion of the application package in the JustGrants system. Applicants must meet all eligibility and compliance requirements, including active registration in the System for Award Management (SAM). Award recipients will be required to report on performance metrics and provide regular updates to the Bureau of Justice Assistance. The program seeks to fund innovative and scalable solutions that can serve as models for other jurisdictions facing similar challenges.
