BlueAngel Community Health Grants
The BlueAngel Community Health Grant program at Blue Cross & Blue Shield of Rhode Island aims to fund organizations and programs that will result in more Rhode Islanders being able to afford safe, healthy, and stable housing. The program seeks to increase awareness about safe, affordable housing as a shared public concern and highlight solutions to support access to safe and affordable housing. The grant is open to Rhode Island nonprofit agencies that have qualified for exemption under Section 501(c)(3) of the IRS Code or are public instrumentalities. Funding amounts historically range from $25,000 per year to $75,000 per year. Applicants are invited to submit a Letter of Intent (LOI), which will be reviewed by a BCBSRI LOI Review Subcommittee. Selected agencies will then be invited to submit full proposals for funding. Site visits will be conducted by Community Relations staff with each of the finalist organizations. - Organizations eligible for grants must have qualified for exemption under Section 501(c)(3) of the IRS Code or be public instrumentalities. - Grants are not awarded to individuals, and private foundations as defined by Section 509(a) of the Code are not eligible for funding. - Blue Cross provides funding for existing, new, and expanding programs. - Personnel expenses related to a specific program may be funded. - An organization may not apply for more than one BlueAngel Community Health grant during the year. - Multiyear grant awards are not currently offered, but applicants who receive funding may apply for second-year transitional funding. - Faith-based organizations are eligible as long as the proposed effort is not for religious purposes. - While Blue Cross will fund 100% of a program’s costs, they prefer to be a funding partner along with other sources of revenue. - Blue Cross will fund acquisition of equipment as it relates to a specific program but is unlikely to fund equipment alone. Construction projects are typically not funded. - Projects or programs of fraternal or religious organizations where the primary beneficiaries are members of these organizations will not be funded. Contributions for advertising space, tickets, sponsorship of dinners, fundraising events, or promotional materials will also not be funded. Additionally, requests from hospitals will not be funded. - Blue Cross does not fund individuals but funds agencies that can help individuals. - While there is no strict policy against indirect costs, applications requesting excessive costs in this area are viewed unfavorably. Projects requesting funding for direct service or program-related costs (e.g., supplies, education materials, salaries) are viewed more favorably.
