The Tanana Flats Training Area Winter Trail Upgrade project is a cooperative agreement opportunity administered by the U.S. Army Corps of Engineers, Alaska District, under the Sustainable Range Program of the U.S. Army Alaska Integrated Training Area Management. The funding instrument for this opportunity is a cooperative agreement issued under the Sikes Act (16 U.S.C. 670c-1(a)), with a total potential funding ceiling of $5,876,306, though only $5,275,000 is allocated to the two primary funded tasks. The primary objectives of this project are to improve training area accessibility and sustainability while ensuring compliance with environmental laws and preserving ecological health. Specifically, the work includes soil and vegetation rehabilitation, erosion control, habitat management, and sensitive area protection across approximately 12 miles of trail between the Tanana River Bridge and the Blair Lakes Range Complex. These upgrades aim to support year-round access for training and recreation and are intended to preserve wetlands, enhance hydrological connectivity, and protect permafrost soils. The recipient must be a state or local government, Indian tribe, non-governmental organization, or individual. Applicants must register in the System for Award Management (SAM), have a Unique Entity Identification (UEI) number, and optionally apply through Grants.gov or by email. Applications are due by 2:00 PM Alaska Time on July 9, 2025. A post-award planning meeting is required within one month of award, and the anticipated award date is on or about July 30, 2025. The project performance period is 18 months from the award date, with the same timeline applied to optional tasks if exercised. Applicants must submit SF-424 forms, a program narrative, budget documents, and other eligibility documentation. The application will be evaluated on experience, technical approach, and cost, with experience being the most critical factor. Technical requirements include substantial involvement by the government, environmental permitting, NEPA compliance, and coordination with Fort Wainwright and Tanana Flats Training Area staff.
