In 2024, SSA is looking for a new organization to help manage the ARDRAW program through a cooperative agreement. The new ARDRAW program will include one-year $15,000 stipends for supervised independent graduate-level student research on rehabilitation, work, and disability topics to a broad spectrum of graduate students, to cultivate new scholars in the field of disability research. In accordance with recent Executive Orders to advance racial equity, support underserved communities, and increased access to federal funding opportunities (including EO 13895 and EO 14112), a new objective for ARDRAW is to the increase the recruitment and participation of students of color and other underrepresented populations in the research areas of work, rehabilitation, and disability, for the purpose of fostering new and inclusive perspectives on disability research.

The purpose of this Notice of Funding Opportunity is to improve access to training and technical assistance (T/TA) on adoption-sensitive care. The T/TA is targeted for hospital-based service providers, doctors, nurses, and staff who provide pregnancy or adoption information and referrals. The recipient will provide T/TA to hospital staff using the existing Understanding Infant Adoption curriculum, or an equivalent, in accordance with Infant Adoption Awareness Training Program best-practice guidelines. Such activities will help ensure that expectant parents who wish to place a child for adoption have access to appropriately trained staff and comprehensive supports throughout the adoption process. The recipient will collaborate with the Childrens Bureaus clearinghouse, Child Welfare Information Gateway, to maintain a public website with the training materials and other adoption resources.

The purpose of the EJIG program is to support the development and advancement of new and emerging issues related to elder justice. The funded project under this opportunity will support the replication and further validation of evidence-informed elder abuse intervention strategies that promote goal attainment scaling, restorative justice, and person-centeredness, specifically the Repair harm; Inspire change; Support connection; Empower choice (RISE) model. In FY2016, ACL established the Elder Justice Innovation Grants program to support work to create credible benchmarks for adult maltreatment prevention, and for program development and evaluation. The Elder Justice Innovation Grants program supports the development and advancement of knowledge and approaches about new and emerging issues related to elder justice. Since the inception of the Elder Justice Innovations Grants program in FY2016, ACL has made 38 awards to address various topics of relevance that have contributed to the improvement of the field of adult maltreatment prevention and intervention at large and contributed to the evidence-base of knowledge. In FY2022, ACL has funded a new set of grants that seek to enhance Adult Protective Services approaches to cases involving opioids and substance use disorders, improve results for APS clients, and improve guardianship. This NOFO will be canceled, however there will be a focus on energy communities within HHS-2024-ACF-OCS-EE-1965.The Administration for Children and Families, Office of Community Services will solicit applications to award approximately $3.2 million in Community Economic Development (CED) discretionary award funds to Community Development Corporations for CED projects that will be located in and serve energy communities communities that have either experienced employment loss and/or economic dislocation events as a result of declines in the fossil fuel industry and/or are disproportionately reliant on fossil fuel energy production or distribution, including coal, oil, gas, and power plant communities across the country. Projects may include the creation or expansion of business(es) that reduce emissions of toxic substances and greenhouse gases from existing and abandoned infrastructure and that prevent environmental damage that harms communities and poses a risk to public health and safety. Projects may also employ individuals from energy communities but focus on a range of other industries. The overall goal of this effort will be to create good-paying jobs, spur economic revitalization, remediate environmental degradation, and support energy workers.

This NOFO will be cancelled, however a new NOFO is forecasted under HHS-2024-ACF-OCS-EE-0152 for the same competition.The Administration for Children and Families (ACF), Office of Community Services (OCS) will solicit applications to award approximately $1.5 million in Community Economic Development (CED) discretionary funds to Community Development Corporations (CDCs) to stimulate new CED project development through administrative capacity building.OCS aims to align this funding opportunity with the following priority areas: (1) Executive Order 14008: Tackling the Climate Crisis at Home and Abroad and the Justice40 Initiative, which underscore funding support for energy communities, (2) increased equity in geographic distribution of CED funds, in accordance with the CED statute, and (3) breaking down service silos and leveraging existing partnerships across OCS programs to reduce poverty through a wraparound services model for communities with low incomes. The objective of the CED Planning Grants is to stimulate new projects in underserved and under resourced communities. OCS intends to center equity in this funding opportunity, focusing these resources in persistent high-poverty areas with struggling economies that have been unable to put forth a viable CED project in the past. The goal of this funding opportunity is to provide CDCs with financial assistance for administrative capacity building. The awards will be a crucial step in connecting CDCs with CED resources for social and revenue reinvestment in local communities to help spark economic growth. OCS is encouraging applications from CDCs that target urban and rural areas.

Water/Sewer Assistance Program for Low-income Households in Washington State, also known as LIHWAP, aims to help low-income households meet their immediate water needs. The program provides one-time assistance per program year to eligible households with incomes at or below 150% of the federal poverty level. LIHWAP is funded by a federal block grant program and assists households in maintaining affordable and dependable utility services to avoid shutoff. The program offers grants of up to $2500, depending on income, household size, type of housing, and heat bill, to pay arrearage/past-due balances directly to the water provider on behalf of eligible households.

The City of Greensburg offers the Facade Improvement Grant Program to support the preservation and enhancement of the Downtown District. Commercial properties within the Downtown and Gateway Districts can receive grants of up to $5,000 for exterior facade improvements. The program provides matching grants to assist with building or storefront renovation/restoration projects, aiming to protect historic elements, promote civic beauty, and strengthen the local economy. Offering services and supports to older adults or persons with disabilities can enable them to maintain their independence and status in the community. In addition, we recognize that family caregivers provide most of the support that makes it possible for older people and people with disabilities to live in the community. Providing care can take a physical, financial, and emotional toll on family caregivers. Offering assistance to family caregivers can make it easier for them to continue providing care and allows older adults and persons with disabilities the opportunity to remain in the community.In 2019, the Administration for Community Living (ACL) established a new grant program that is testing models of programming designed to place volunteers in communities to assist caregivers, older adults, and persons with disabilities in maintaining independence by providing non-medical care. ACL proposes to continue the Volunteer Care Corps by funding a new one cooperative agreement to a national organization to advance the following broad objectives: Test person-centered model approaches of delivering local volunteer programming to assist older adults, persons with disabilities and their family caregivers in maintaining their independence. Evaluate locally developed test models to determine the benefit to volunteers, family caregivers, older adults, and persons with disabilities. Develop and implement a plan to broadly disseminate proven local models for replication in other communities.

The Administration for Community Living (ACL) intends to award one cooperative agreement designed to better understand and address the needs of the Aging Network by documenting and reporting on Area Agencies on Aging (AAAs), Tribal Organizations, and other organizations activities and expertise in health and the delivery of community-based services and supports.The Aging Network reaches into every community in the nation, playing a vital role in strategic planning, program development and administration, and service delivery. To ensure that older Americans have access to high quality aging services, the Aging Network must constantly review its programs and explore ways to innovate and enhance program design and delivery. There is an ongoing need to understand and document the activities that are undertaken in the Aging Network as its members grow and advance to accommodate the ever-evolving needs of the communities they serve. This funding announcement seeks to broaden the knowledge base of the Aging Network around ACL priorities, such as caregiving, housing, diversity, equity, and inclusion, as well as other critical issues. The primary goal is to increase ACL and the Aging Networks understanding of how AAAs, Tribal Organizations, and other agencies as appropriate, are adapting, enhancing, and expanding services and supports to meet current and future needs of older adults and their caregivers.

ACL recognizes senior centers as valued partners in the Aging Network that support community living by keeping older adults active, informed, and healthy. Many senior centers serve as important focal points for the delivery of comprehensive services. In 2021, to better ensure that senior centers have the tools and resources necessary to develop and implement programs that meet the current and future needs of the Nations older adults, ACL established a Modernizing Senior Centers Resource Center.ACL is seeking applications to fund one cooperative agreement that will continue the operation of the Modernizing Senior Centers Resource Center to provide technical assistance and training to senior centers as well as serve as a clearinghouse for innovative programs and strategies that can be successfully replicated at the local level.
